Satellite annexations by the City would not be effectuated unless there was <br />an approval by the County or a joint planning agreement between the <br />parties was in effect regarding this issue. <br />2. Contiguous annexations by the city within the County portion of the ETJ <br />would include a notice provision and a finding of land use compatibility <br />pursuant to a jointly adopted land use plan. <br />B. Water and Sewer Service Plans <br />1. The collaboration of both parties on water and sewer infrastructure plans <br />would provide a basis of the density and intensity of future land use plans. <br />2. The Joint Planning Agreement (JPA) would address the projected <br />boundaries of the service area, the schematic location of existing and <br />proposed utility lines and a capital improvement program funding and <br />schedule. <br />
