Orange County
Board of Commissioners
Action Agenda Item Abstract
Meeting Date: January 18, 2000
Action Agenda
Item No. $~_
Subject: Realignment of Two Deputy Sheriff Positions for Courthouse Security
Department: Sheriff's Department Public Hearing: Yes No X
and Personnel Budget Amendment
Needed: Yes No X
Attachment(s): Information Contact:
Lindy Pendergrass, Sheriff
Elaine Holmes, Personnel Director
Telephone Number:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 227-2031
Purpose: To consider approving the realignment of two existing Deputy Sheriff I positions
to provide courthouse security.
Background: In September 1998 the Sheriff began providing law enforcement staff to
patrol and monitor the courthouse hallways and other facilities, in addition to the staff
already present in the courtrooms. The Board of Commissioners authorized the Sheriff to
provide two deputies each day during normal business hours for this purpose.
To provide the necessary staffing for the courthouse coverage, the Sheriff has used a
combination of overtime hours and personnel available from the jail staff. The plan had
included the use of retired sworn law enforcement officers for this duty, but such staff
coverage has not been available. Also there presently are fewer days available from jail
staff and fewer officers available for the overtime.
Given the on-going permanent nature of the courthouse coverage need and the difficulty in
providing the coverage under the current staffing plan, the Sheriff recommends that two
existing vacant Deputy Sheriff I positions be realigned and assigned permanently to
courthouse security coverage.
Financial Impact: The two Deputy Sheriff positions are already established and funded in
the Sheriffs Department budget. The estimated annual cost of the two positions is about
$75,000. There is no additional appropriation of funds required to implement this proposed
realignment.
Recommendation: The Manager recommends the Board approve the realignment of two
existing Deputy Sheriff positions to provide courthouse security.
H:\e\abssherpos.doc
January 9, 2000
