ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: January 18, 2000 <br />Action Agenda <br />Item No. ~-q, <br />SUBJECT: Appointment of Task Force on School Funding Options <br />DEPARTMENT: County Commissioners PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Resolution Moses Carey, Chair, ext 2125 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To adopt a resolution appointing a task force of limited duration to provide <br />recommendations to the Board of Commissioners regarding the establishment of parameters <br />for future school funding. <br />BACKGROUND: As one element of their adopted goals for FY 1999-2000, the County <br />Commissioners charged the Manager and staff to prepare a report outlining options for <br />establishing parameters for funding the public schools in fiscal year 2000-2001 and beyond. <br />Staff presented this report in August 1999, and the options therein outlined were discussed in <br />December 1999 in a joint meeting between the BOCC and the two school boards. School <br />board members suggested that a work group composed of school board members and <br />Commissioners be convened to review those options and to make recommendations to the <br />BOCC. <br />The attached resolution would formally create such a task force consisting of two <br />representatives each from the Orange County Board of Commissioners, Orange County Board <br />of Education, and Chapel Hill-Carrboro Board of Education. The County Manager and <br />Superintendents, along with their respective staffs, will provide the necessary management, <br />technical, and administrative support to the task force. The task force is to begin its work no <br />later than February 1 and to complete its report to the BOCC no later than March 1. <br />FINANCIAL IMPACT: There is no direct financial impact associated with the creation of this <br />task force, although Commissioner and staff time will be allocated to the completion of this task <br />force's charge. The decisions about school funding parameters that will ultimately decided by <br />the Board of Commissioners will have a substantial, but undetermined, impact on future County <br />budgets. <br />
