'The Board asked that the HSAC rework this <br /> 9. <br /> "Principles for the First Year of the Bloch Grant" between now the Board <br /> 0. <br /> of Commissioners' meeting on August 24th, paying particular attention to <br /> 1. <br /> the section which deals with priority listings rather than proporti[mna1, <br /> 2. <br /> 3 and the discretionary portim to accurately reflect the Hoard's meaning e <br /> m and to add statements to the effect that more flexibility is needed and <br /> 5 that all counties' needs are not alike or necessarily similar.
