ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 20, 2010 <br />I <br />Action Agenda <br />Item No. + — I <br />SUBJECT: Renewal of Consolidated Agreement Between Health Department and NC <br />Department of Health and Human Services <br />DEPARTMENT: Health <br />ATTACHMENT(S): <br />Consolidated Agreement <br />Funding by Program Spreadsheet <br />PUBLIC HEARING: (Y /N) No <br />INFORMATION CONTACT: <br />Wayne Sherman, 245 -2402 <br />PURPOSE: To approve the annual consolidated agreement between the NC Department of <br />Health and Human Services and the Orange County Health Department, which provides State <br />and Federal funds to the Health Department to partially support mandated services. <br />BACKGROUND: The attached agreement stipulates the provisions for receiving State and <br />Federal support for the programs noted below. At this point in time, all but two programs are <br />funded at the same levels as the current budget year. There is a reduction in refugee health <br />assessment funding since the incoming number of refugees is lower. Also, the Health Check <br />Program was transferred to Community Care Networks this past January representing a <br />reduction of $35,000. The staff member in that position was transferred to another vacant <br />position in the Department. Availability of Federal public health preparedness funds is unknown <br />but anticipated to be at the same level as this current year. The General Aid to County funds <br />from the "Random Moment Time Study" has not been determined, but is anticipated to be the <br />same or greater than this current year ($24,994). The Division of Environmental Health with the <br />Department of Environment and Natural Resources has not sent budgetary estimates, but has <br />indicated that there will be cuts in the amount allocated to counties. Orange County receives <br />approximately $6,000 for the Wastewater Program and receives basic funds for the Food and <br />Lodging Program of $2,000 with supplements determined by performance throughout the year. <br />In addition to these core funds identified at the beginning of the year, supplemental funds <br />become available during the fiscal year in various programs depending on State and Federal <br />action and on performance by the County. The total anticipated amount of core State and <br />Federal funding as of July 1, 2010 represents between 8 % -10% of the overall Health <br />Department budget. Amounts for specific program areas will not be finalized until after July 1 <br />and will depend on budget discussions at the State level. <br />
