The Board also instructed staff to meet to discuss the issues and asked the Clerk to look <br />to schedule a meeting of the four partner elected boards to discuss next steps. Staffs met <br />in December 2009 to review the project details, and the potential meeting of elected <br />boards has not been scheduled pending the alternative consideration of convening a small <br />group of elected board representatives. <br />FINANCIAL IMPACT: There is no financial impact associated with consideration of the <br />Hollow Rock Access Area Master Plan. However, implementation of the plan, which would <br />come as a result of future elected board discussions, would have costs associated with both <br />construction and operation and maintenance. <br />The estimated cost of Phase 1 of the site development is $425,000 (Phase 1A, described as <br />'essential' elements, is estimated at $250,000- 350,000). There is no current funding for this <br />facility, a fact that was shared with the Master Plan Committee prior to planning. The FY <br />2009 -19 CIP reflects potential future funding in the amount of $625,000 in FY 2016 -17. It is <br />expected that funding for the site would be shared among the partners. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1) Approve the proposed master plan, and <br />2) Direct staff to schedule an opportunity for representatives from the Board to discuss <br />master plan implementation (including key issues, future construction and <br />operation) with representatives from the Durham County Board of Commissioners, <br />Chapel Hill Town Council, and Durham City Council. The Board would select <br />Commissioner representatives for this meeting at a future point after completion of <br />the current budget cycle (Note: Commissioners Gordon and Jacobs currently serve <br />on one existing group, the Durham - Chapel Hill- Orange County Work Group). <br />
