ORANGE COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 20, 2010 <br />Action Agenda <br />Item No. 4— <br />SUBJECT: Proposed Master Plan - Hollow Rock Access Area at New Hope Preserve <br />DEPARTMENT: Department of Environment, <br />Agriculture, Parks and <br />Recreation (DEAPR) <br />PUBLIC HEARING: (Y /N) No <br />ATTACHMENT: INFORMATION CONTACT: <br />Proposed Master Plan David Stancil, 245 -2510 <br />Advisory Board Comments Lori Taft, 245 -2660 <br />BOCC Work Session Minutes (11/19/09) Marabeth Carr, 960 -3880 <br />PURPOSE: To reconsider the proposed master plan for the Hollow Rock Access Area — a <br />planned multi - jurisdictional public park located along New Hope Creek. <br />BACKGROUND: The planned Hollow Rock Access Area is a 75 -acre site located south <br />of Erwin Road near the intersection with Pickett Road. The property straddles the <br />Orange- Durham county line, and is comprised of multiple land parcels owned separately <br />by Orange County, Durham County, the Town of Chapel Hill and the Triangle Land <br />Conservancy. New Hope Creek forms the western boundary of the property. <br />In November 2009 the BOCC was presented with a proposed master plan for the site. <br />The plan was developed by a 13- member Hollow Rock Master Plan Committee co- chaired <br />by Commissioner Barry Jacobs and also included Commissioner Alice Gordon and <br />representatives from Orange County advisory boards. <br />The committee worked over an 18 -month period, including holding public workshops and <br />open house, to develop a master plan that fulfills the responsibilities of the committee as <br />determined by an interlocal agreement among the four jurisdictions: <br />1. To develop recommendations of uses to be allowed within different areas of the <br />Hollow Rock Access area. <br />2. To develop recommendations of facilities to be available within different areas of <br />the Hollow Rock Access area and proposed locations for said facilities. <br />3. To provide suggestions on priority phasing for recommended facilities. <br />4. To hold public input meetings on the recommended uses and facilities. <br />In November 2009 the Board discussed the proposed master plan, provided feedback to <br />staff, and referred the plan to the Recreation and Parks Advisory Council, Commission for <br />the Environment and Orange United Transportation Board. All three advisory boards have <br />endorsed the plan and provided further recommendations for plan implementation. <br />Advisory board comments are provided as Attachment 2. <br />
