APPROVED MAY 18, 1999 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />WORK SESSION <br />SEPTEMBER 30, 1998 <br />The Orange County Board of Commissioners met with the Orange County School Board for a work <br />session on Wednesday, September 30, 1998 at 7:30 p.m. in the meeting room of the Government Services <br />Center, Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Margaret W. Brown, and Commissioners Moses <br />Carey, Jr., William L. Crowther, Alice M. Gordon and Stephen H. Halkiotis. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod <br />Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified <br />appropriately below) <br />ORANGE COUNTY BOARD OF EDUCATION MEMBERS: Susan Dovenbarger, Rick Kennedy, <br />David Kolbinsky and Delores Simpson <br />ORANGE COUNTY SUPERINTENDENT: Dr. Randy Bridges <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDINGS OF THE MEETING <br />WILL BE KEPT FOR 5 YEARS. <br />INTRODUCTIONS <br />Introductions were made. <br />OPENING REMARKS <br />Superintendent Bridges made opening comments. He explained the handout which included <br />information on the following topics: <br />• ABCs Results <br />• Workforce Development <br />• North Carolina Partnership for Excellence <br />• System Wide Transition Plan <br />• Technology and Media Accomplishments <br />• New Elementary School <br />1. SCHOOL OPERATING/CAPITAL ISSUES UPDATES <br />a. Schools and Land Use Council Discussions <br />John Link said that nine months ago the County Commissioners, the two school boards and <br />local municipalities agreed that we should work together on issues of mutual concern. Two groups were <br />formed called "School and Land Use Councils". The focus of communication would be local governments <br />relaying information on land development activities to the schools that could have an impact on their facility <br />needs; and school systems relaying information on future facility needs/plans to local governments well in <br />advance so as to promote better coordination of activities and resources. <br />Interim Planning Director Gene Bell explained the process which has allowed sharing of <br />information on what is happening with development, looking at GIS and how the growth or development <br />would impact the school boundaries. One major item that all jurisdictions agreed with was an interlocal <br />agreement which formalizes the process of colocating facilities. <br />
