Y <br />3 <br />dealing with the issue of depression among disabled students, and transporting athletes in <br />the new, larger buses being required by the State. He then turned his attention to the need <br />for professional staff development and training. They must not only provide training and <br />development they must also keep salaries competitive. There is a need for additional <br />substitute teachers and a new budget analyst. The School Board Policy Manual is also on <br />tract to be revised. He acknowledged that they understand the Manager's explanation of his <br />recommendation; however, he felt compelled to request that their entire budget be funded. A <br />copy of the materials distributed are in the permanent agenda file in the Clerk's office. <br />QUESTIONS AND COMMENTS FROM THE BOARD OF COMMISSIONERS: <br />Commissioner Crowther asked about the feasibility of having the State take over the <br />administration of the Hospital School. Mr. Pedersen indicated that he had mixed feelings <br />about this; however he ultimately felt that it is one of their schools and a much better one <br />because of it belonging to the larger school system. He felt that it should remain a part of this <br />school system. <br />Commissioner Carey asked for statistics on the proficiency standards for African <br />American students. Superintendent Pedersen indicated that he could not quote a figure but <br />that group is proficient along with the rest of the school. <br />Commissioner Carey asked that the teacher's supplement be compared to other <br />schools in the state. Superintendent Pedersen agreed to do that and to share that information <br />with the Board of County Commissioners. <br />ORANGE COUNTY SCHOOL SYSTEM: Superintendent Randy Bridges indicated that he <br />felt very fortunate to be involved with a school system which received such a high level of <br />funding support. He presented a brief report on the Orange County School System. They are <br />committed to safe schools, hiring and training quality employees, and continuous improvement <br />of the educational opportunities provided to students. He reported that their ABC results from <br />1996-1997 include seven schools meeting expected academic growth; four schools receiving <br />exemplary status and one school being recognized as a Top 25 School. Orange High has <br />increased SAT scores by 52% and reached 100% proficiency in Chemistry, Physics and <br />Geometry. He reviewed other proficiency standards, including 99.1 % -- Algebra II and <br />88.6% -- ELP. He mentioned several staff highlights including two National Board Certification <br />Teachers, one 1997 Presidential Award For Excellence in Mathematics and Science and a <br />lower teacher/student ratio. He pointed out that mandates and inflation account for over <br />$900,000 of their expansion requests. A copy of the materials distributed are in the permanent <br />agenda file in the Clerk's office. <br />QUESTIONS AND COMMENTS FROM THE BOARD OF COMMISSIONERS AND SCHOOL <br />BOARD MEMBERS: <br />Commissioner Gordon asked Superintendent Bridges to comment on the possible use <br />of their Fund Balance to pay for expansion items. Superintendent Bridges indicated that they <br />would be willing to use their Fund Balance as long as an agreement can be reached with the <br />Board of County Commissioners. The Orange County School Board and administration would <br />need to be assured that the Board of County Commissioners will come to their financial aid <br />should the need arise. <br />
