CARRBORO LAND USE ORDINANCE TEXT AMENDMENT _ TEMPORARY <br />MORATORIUM <br />On January 5, 1996, Orange County received a notice from the Carrboro Planning <br />Director that the Town of Carrboro will conduct a public hearing on February 6, 1996 on a proposed <br />amendment to its Land Use Ordinance which would establish a temporary moratorium in the <br />Northern Small Area Planning Area. The moratorium would be in effect until such time as Orange <br />County adopts the amendments to Carrboro's Land Use Ordinance and Map implementing the Small <br />Area Plan, or December 1, 1996 whichever occurs first. <br />Neil Adermen spoke on behalf of Mr. Thomas Walker who is trying to get an 18-lot <br />subdivision approved before the moratorium goes into affect. This is going to put a hardship on Mr. <br />Walker because he needs the funds to retire and to care for his niece who was in an automobile <br />accident. It bothers him and others in the area that they are County residents and have no recourse <br />against Carrboro. He asked the County Commissioners to not support this moratorium. <br />Geoffrey Gledhill suggested that the County Commissioners may want to recommend that <br />this project be grandfathered in before such a moratorium takes place. <br />Commissioner Gordon asked whether the proposed amendment is consistent with the Joint <br />Land Use Plan and Geoffrey Gledhill indicated that it could be so interpreted. <br />Commissioner Willhoit said that he would like to not take action on this item because it is a <br />Carrboro issue. He said that what he has heard from those who live in the Calvander area is that <br />they have a problem with the process. Chair Carey has sent a letter to the Mayors to attempt to <br />correct the process. <br />Commissioner Willhoit suggested that Carrboro get a facilitator to conduct a number of <br />sessions to give the residents an opportunity to work through the process. The stakeholders would <br />be the County Commissioners, the residents, the Small Area Committee and the Carrboro Board of <br />Aldermen. He feels that the manufacturing areas they are proposing are inappropriate on Old 86 <br />and would like to have this debated now instead of later. With reference to the Commercial area at <br />Calvander, he does not envision another Timberlyne in that area. He would like to try and focus on <br />the Carrboro Plaza which is not very far from the Calvander area. Maybe the Economic <br />Development Commission could help them with this plan. He also feels that the Land Use Plan <br />needs to be reviewed for that area. He does not feel that 5 units per acre is reasonable. <br />Chair Carey feels that a mediated session would give those citizens who live in and around <br />Calvander who are not Carrboro residents an opportunity to feel like they have been heard and give <br />the County Commissioners an opportunity to get more directly involved in considering what the <br />appropriate uses may be for that area. <br />Commissioner Gordon said she feels the County Commissioners needed to make a <br />response to this proposed moratorium. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Gordon to <br />object to the proposed temporary moratorium on the basis that the proposed amendment to the <br />Carrboro Land Use Ordinance is inconsistent with the Joint Planning Area Land Use Plan and to <br />notify the Carrboro Board of Aldermen of such objection on February 6, 1996 at their public hearing, <br />and to suggest to Carrboro that the County Commissioners support a facilitated meeting involving <br />
