APPROVED 2/12/96 <br />1 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />Regular Meeting <br />December 4, 1995 <br />The Orange County Board of Commissioners met on Monday, December 4, 1995 at 7:30 <br />p. m. in the courtroom of the Old County Courthouse in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Carey, and Commissioners William L. <br />Crowther, Alice M. Gordon, Stephen H. Halkiotis and Don Willhoit. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Albert Kittrell and Clerk to the Board Beverly A. Blythe (all other staff <br />members will be identified appropriately below) <br />NOTE: ALL BACKGROUND INFORMATION ON ALL ITEMS REFERRED TO IN THESE M{NOTES IS IN <br />THE PERMANENT AGENDA FILE IN THE CLERK'S OFFICE <br />I. ADDITIONS OR CHANGES TO THE AGENDA -NONE <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey announced that anyone who would like to speak to an item on the printed <br />agenda will be recognized at the appropriate time. <br />B. MATTERS NOT ON THE PRINTED AGENDA -NONE <br />PUBLIC CHARGE <br />Chair Carey dispensed with the reading of the public charge. <br />A. BOARD ORGANIZATION <br />1. Election of Chair and Vice Chair <br />Chair Carey was elected Chair until the first meeting in December, 1996. The vote was <br />unanimous. Commissioner Halkiotis was elected Vice-Chair until the first meeting in December, <br />1996. The vote was Commissioner Halkiotis -four votes and Commissioner Gordon -one vote. <br />2. Designation of Voting Delegate for all NCACC and NACo meetings for calendar <br />year December 1, 1995-1996 <br />A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to <br />designate Commissioner Willhoit as the voting delegate for all NCACC and NACo meetings for the <br />next twelve months beginning December 1, 1995. <br />VOTE: UNANIMOUS <br />B. APPOINTMENTS <br />1. Manager <br />A motion was made by Commissioner Gordon, seconded by Commissioner Crowther to <br />appoint John M. Link, Jr. as County Manager. <br />VOTE: UNANIMOUS <br />
