9 <br />NOW~THEREFORE, be it RESOLVED that the Chairman of the Orange County Board <br />of Commissioners is hereby authorized in the name of Orange County to <br />execute on behalf of Orange County the assignment of bid, a copy of which <br />is attached hereto and incorporated herein by reference. <br />VOTE: UNANIMOUS <br />IX. ITEMS FOR DECISION (REGULAR AGENDA) <br />A. INNOVATION AND EFFICIENCY COI~IITTEE <br />Commissioner Gordon suggested that the number of citizens be <br />increased from 9 to 11 and Commissioner Crowther suggested a sunset clause. <br />A motion was made by Commissioner Gordon, seconded by <br />Commissioner Crowther to approve the charge to the Innovation and <br />Efficiency Committee with the following changes: <br />1. The membership will be increased from 9 to 11 <br />2. An interim report will be presented by April 16, 1996 <br />3. Progress reports in the form of summaries from each meeting <br />will be made to the commissioners <br />VOTE: UNANIMOUS <br />B. WATER/SEWER SERVICE BOUNDARIES TASK FORCE <br />The Board discussed the possibility of designating the areas <br />outside of the service areas already identified but in the County part of <br />Orange County as the Orange County service area. The County would then <br />identify the provider for the extension of water and sewer. Commissioner <br />Crowther suggested that the Board should include Chatham County and Person <br />County in future meetings. <br />A motion was made by Chair Carey, seconded by Commissioner Gordon <br />to approve the Administration's recommendation which is consistent with the <br />Chapel Hill Town Council resolution of June 26, 1995, the basic provisions <br />of which are: <br />1. Endorsement of the "straw line" proposal for long-term <br />boundaries among water and sewer utilities; <br />2. Entering into, on an interim basis, a memorandum of <br />understanding to abide by the proposed utility boundaries pending a <br />permanent agreement; and that such an interim agreement be drafted by the <br />Task Force for consideration by the local governments and utilities; <br />3. That Orange County, Hillsborough, Carrboro, Chapel Hill, and <br />OWASA representatives meet with representatives of additional jurisdictions <br />and utilities such as the Orange-Alamance Water System, the Town of Mebane, <br />and the City of Durham to determine whether they would be willing to enter <br />into a utility boundary agreement on an interim .basis for a term such as <br />five years and on a long term basis such as for 20 years; and <br />4. That the task force and representatives of other <br />jurisdictions discuss, in parallel with service area boundary issues, the <br />additional issues identified in the Task Force report (listed in Attachment <br />B) entitled "Correlative Objectives to Adopting the Boundary Map" including <br />responsibility for failure of private community water and wastewater <br />systems, and the consideration of proposed new community systems (2 or more <br />septic tanks using a common drain field). <br />VOTE: UNANIMOUS <br />
