5 <br />in the transfer of a small parcel of property to the Town of Chapel Hill <br />for affordable housing uses. <br />A motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Gordon to approve the resolution as stated below: <br />A RESOLUTION AUTHORIZING STAFF TO DEVELOP AN AGREEMENT FOR THE TRANSFER <br />OF A PARCEL OF COUNTY OWNED PROPERTY TO THE TOWN OF CHAPEL HILL <br />WHEREAS, Orange County acquired by tax foreclosure in 1977 a small parcel <br />of land on Scarlette Drive in Chapel Hill, and <br />WHEREAS, this parcel is of no practical use to the County under current <br />circumstances, and <br />WHEREAS, this parcel abuts a larger parcel of land owned by the Town of <br />Chapel Hill, and <br />WHEREAS, informal discussions at staff level have reflected the Town's <br />interest in acquiring the County owned parcel, to be combined with the Town <br />owned parcel and used for a joint affordable housing demonstration project <br />involving the Town and Orange Community Housing Corporation; <br />NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of <br />Commissioners does hereby authorize the County Manager and County Attorney <br />to pursue a formal agreement between the County and the Town that would <br />lead to the transfer of the County owned parcel to the Town, for nominal <br />consideration, for affordable housing purposes. <br />VOTE: UNANIMOUS <br />C. PROCLAMP,TION IN HONOR OF CRYSTAL OVERCASH <br />A motion was made by .Commissioner Halkiotis, seconded by <br />Commissioner Gordon to approve the proclamation as stated below: <br />ORANGE COUNTY BOARD OF COI~iISSIONERS <br />A PROCLAMATION HONORING CRYSTAL OVERCASH <br />WHEREAS, it has been brought to the attention of the Orange County Board of <br />Commissioners that Crystal Overcash, 20 month old daughter of Johnny and <br />Sharon Overcash, is suffering from leukemia; and <br />WHEREAS, numerous fund raising events have been planned with all proceeds <br />going to the child's endowment fund; and <br />WHEREAS, the Board of Commissioners empathizes with the Overcash family <br />during this difficult period; and <br />WHEREAS, the Board of Commissioners wishes to draw attention to fund <br />raising efforts on behalf of this child; <br />NOW, THEREFORE, WE, THE ORANGE COUNTY BOARD OF COMMISSIONERS do hereby <br />proclaim October 28, 1995 as "CRYSTAL OVERCASH DAY in Orange County and <br />offer our best wishes to Crystal Overcash and her family for her complete <br />and speedy recovery. <br />VOTE: UNANIMOUS <br />VI.
