APP:tOVED 12/4/95 <br />1 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />TUESDAY, OCTOBER 17, 1995 <br />The Orange County Board of Commissioners met in regular session on <br />Tuesday, October 17, 1995 at 7:30 p.m. at the Chapel Hill Municipal <br />Building, Chapel Hill, North Carolina. This meeting was televised live <br />over Cablevision and will be televised October 18, 19.95 at 7:30 p.m. by <br />CVI. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and <br />Commissioners William L. Crowther, Alice M. Gordon, Stephen H. Halkiotis <br />and Don Willhoit. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant <br />County Managers Rod Visser and Albert Kittrell and Clerk to the Board <br />Beverly A. Blythe (Other staff members are listed where appropriate) <br />I. ADDITIONS OR CHANGES TO THE AGENDA - NONE <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey said that citizens who want to speak to an item on <br />the printed agenda will be recognized at the appropriate time. <br />B. MATTERS NOT ON THE PRINTED AGENDA <br />Chris Nutter, Past President and current member of Friends of the <br />Department of Social Services, asked that the Board of County Commissioners <br />help Friends to help the social workers as they work with clients. The <br />social workers are following state directives on the Governor's "Work <br />First" Program. She said that Friends has created a Work First response <br />committee to work directly with Marti Pryor-Cook, Director of the <br />Department of Social Services and her staff. She explained that the <br />hardest thing to plan for and create is the work experience which is <br />mandated for those participants who have not attained a job within 12 weeks <br />of entering the Work First Program. She asked that the Board urge each <br />County department to strongly consider setting up a work experience and to <br />write to other governments in the County and ask them to do the same. She <br />emphasized that it is important that Government support Work First by <br />creating work experience. Providing work experience is a local obligation <br />that needs the support of the County Commissioners. <br />Chair Carey said that the Board will schedule a special work <br />session to learn more about the impact of the Work First program on staff <br />and participants and what the Board can do to help in the implementation of <br />this program. <br />Commissioner Willhoit said that information about welfare reform <br />and the Work First program is needed in order to formulate goals for human <br />services and respond in a positive way to the challenge to implement this <br />program. <br />
