Vaccination clinics will be held <br />2 at the Animal Shelter the last Saturday of each month and the County will <br />3 do them alternating Hillsborough and Cedar Grove the second Saturday of <br />4 each month. The enforcement component will include implementing the <br />5 penalties as outlined in the proposed changes in the Animal Control <br />6 Ordinance. They will also be able to generate a computer generated <br />7 delinquent notice. They also plan to increase their surveillance in the <br />8 community. Lastly, they want to increase the use of small claims court <br />9 and criminal court for the failure to vaccinate or the failure to license. <br />10 They are working with Data Processing to increase their animal data base <br />11 which will give various types of information. <br />12 In answer to a question from Commissioner Willhoit, Animal <br />13 Control Director John Sauls said that all animals must stay on their <br />14 owner's property day or night. <br />15 Dan Reimer asked that the Board endorse the program as <br />16 presented, approve the changes to the Animal Control Ordinance regarding <br />17 fines and penalties and approve the revenue expenditure of $6,600. <br />18 In answer to a question about court costs, Geof Gledhill said <br />19 that it is usually the loser that. pay court costs. <br />20 Commissioner Crowther asked that there be a period of time for <br />21 citizens to be educated about the changes in the Animal Control Ordinance <br />22 and suggested that it be effective November 1, 1995. <br />23 Commissioner Willhoit questioned the restraint of an animal and <br />24 said that he feels that it is not a realistic ordinance for cats because <br />25 cats usually do not wear collars and are not usually on chains. <br />26 Commissioner Halkiotis suggested taking some time to revisit the <br />27 ordinance for possible changes making it more realistic for cats and <br />28 having an ordinance that can be enforced. <br />29 John Link noted that he is the owner of a cat, but that it is <br />30 to the owner to keep control of all pets, according to the law, and make <br />31 sure they remain on the owner's property. <br />32 Dan Reimer explained about feral cats and emphasized that they <br />33 are more likely to come into contact with animals that have rabies than <br />34 those cats which are more homebound. <br />35 A motion was made by Commissioner Willhoit, seconded by <br />36 Commissioner Gordon that (1) the rabies prevention program be endorsed, <br />37 (2) that the changes to the Animal Control Ordinance regarding fines and <br />38 penalties be approved (first reading) and (3) the revenue and expenditure <br />39 budgets be increased by $6,600.00 to cover the additional cost of the <br />40 program. <br />41 VOTE: UNANIMOUS <br />42 , <br />43 Commissioner Willhoit asked that the ordinance be reviewed in <br />44 terms of restraining cats. <br />45 <br />46 B. CLASSIFICATION PLAN AMENDMENTS <br />47 Personnel Analyst Lana Chambers presented for consideration of <br />48 approval amendments to the Classification and Pay Plan and a request to <br />49 change the title of Elections Supervisor to Director of Elections and to <br />50 change the title of the Deputy Supervisor to Deputy Director of Elections <br />51 and the salary grade from 62 to 63. <br />52 A motion was made by Commissioner Willhoit, seconded by <br />53 Commissioner Crowther to approve the amendments and changes as presented <br />54 in the agenda abstract. <br />55 VOTE: UNANIMOUS <br />56 <br />
