It is impractical to have a separate channel <br />for each school system, each government, etc. There is no money to <br />operate all those separate channels. It is essential to have an operating <br />organization that operates these channels on behalf of the total <br />community. The important thing is the production facility. It would be <br />much more economical to have a single production facility which would <br />serve the government channel, education channel and public access channel <br />-- everyone could use this facility which would need to be well equipped. <br />Joe Capowski said that it is the channel space that is important as <br />well as the facilities. By FCC law the channel space has to be in the <br />basic level of service and subscribers would be forced to pay 63 cents per <br />month per channel. The reason they went to four channels instead of three <br />is because they could not see how to coordinate UNC with the Chapel Hill- <br />Carrboro school system. He feels that there should be one facility. The <br />Town decided they did not want to be involved in selecting the programming <br />for public access. They chose to contract with a non-profit corporation <br />which will make the decisions on what will go on the air. <br />Fred Good said that what is really important to understand is that <br />the economy of scale has to do with production facilities including the <br />physical equipment. The model is to use a non-profit corporation and one <br />great high tech facility with great equipment that is centralized. <br />Shane O'Neill said that with the increase in local production there <br />would be an increase in subscriptions because people, friends and families <br />will want to see those they know on TV. <br />With no further comments, Commissioner Halkiotis closed the public <br />hearing. This item will be placed on the October 2 agenda as a decision <br />item. <br />VIII.
