She agrees with what has been said. Also, she feels that awareness <br />in social, economic and political issues is not just an election agenda <br />but should be something that citizens should be involved with <br />continuously. With public access this can be achieved. <br />Fred Good told about his involvement with a group of people he <br />wants to help. In New York he filmed community activities which were <br />aired and were the most educational vehicle for young people that existed <br />in the universe. He stressed that the community must do this together. <br />Time Warner is a huge company. The government, the people and the <br />community must work together with Time Warner to get what they can get. <br />Some of the communities around the country which have negotiated with Time <br />Warner have established wonderful access facilities. He is ready to help <br />this group in any way he can. There is no question there is the need, <br />there is no question this is the ;technology of the future and this is the <br />County's chance to get this access. He feels that the community can ask <br />Time Warner to help them get a high tech, well organized facility. The <br />desire, knowledge and talent is here in this community. He asked that the <br />County, towns and public officials get together to make sure that they <br />negotiate on behalf of the people. He will help in any way he can. <br />Sarah Beth Potter stated that she is a television production <br />instructor from Alamance Community College currently teaching at Souther <br />High School, ACC, Western High School, Williams High School and Orange <br />High School. She teaches students television production for which they <br />receive high school credit as well as 8 hours college credit. Many of her <br />students have ideas for their production but they do not have up-to-date <br />facilities or the proper media to implement or showcase their ideas or <br />talents. Equipment is not available and they must travel to ACC to do <br />their work. She feels that Time Warner can donate the money to a cable <br />system who is making a long term commitment to them to use their services. <br />She mentioned some of the projects the students would like to do if they <br />had public access. <br />Robert Gwyn said that the Cable Advisory Committee would like for <br />the Board of County Commissioners to approve their request for proposal so <br />they can proceed and to approve a negotiating team consisting of the <br />County Manager, Assistant County Manager, County Attorney and two member <br />of the Cable committee. These two items will be on the next agenda. <br />Joe Capowski, Chapel Hill Town Council member, said that they are a <br />year ahead of unincorporated Orange County in their negotiations with Time <br />Warner. Chapel Hill designated PEEG - one channel each for citizen, UNC- <br />Chapel Hill, Chapel Hill-Carrboro School System and the town government of <br />Chapel Hill. They did not negotiate with Time-Warner for any funding for <br />the channel for the Chapel Hill-Carrboro school system. These may be <br />included in the proposed budget for next year. He does not feel that th <br />can get money for facilities. <br />Commissioner Willhoit asked if there is a need <br />for the County schools. Bob Gwyn noted that there is <br />of scale.
