When two or more items <br />of civil process are served simultaneously on one party, only one fifty <br />dollar ($50.00) fee shall be charged. <br />When an item of civil process is served on two or more persons or <br />organizations, a separate service charge shall be made for each person or <br />organization. <br />This resolution shall not apply to any process issued by the North <br />Carolina General Court of Justice or any other court, administrative bod <br />or agency of the State of North Carolina or any of its political <br />subdivisions. <br />VOTE: UNANIMOUS <br />VII. PUBLIC HEARINGS <br />A. CABLE TV <br />Albert Kittrell said that the Cable TV Franchises with Time <br />Warner Cable (Cablevision) and Cablevision Industries (CVI) will terminate <br />on February 24, 1996. The 1992 Cable Act requires the franchising <br />authority to conduct public proceedings to identify future cable-related <br />community needs and interests and review past performance of cable <br />operators. A request for proposal called "Minimum Standards for Cable- <br />Telecommunication Distribution System Infrastructure" was included in the <br />agenda packet. <br />Bob Gwyn, Chair of the Cable TV Advisory Committee, said that <br />Chapel Hill has received a proposal from Time Warner and will hold a <br />public hearing on October 2 to receive public input. That proposal from <br />Time Warner indicates that they will rebuild the system. He emphasized <br />that this is a very critical period. They are proposing to extend a <br />franchise at a time when a great deal is going on in the telecommunication <br />business. With a fiberoptic system, they will be able to offer a wide <br />variety of telecommunication services, many of them not yet identified. <br />gave an example of how information is power. He hopes that they can get <br />all the schools, the government buildings and the library wired into this <br />new system in order to access this immense amount of information. He <br />feels it is important for as many citizens as possible to get access and <br />
