10 <br />1 with welfare reform, block grants and the outcome of the Human Services <br />2 Forum that will be held on October 2". He said that when looking at the <br />3 goals for Human Services, it seems that they have blinders on to what is <br />4 happening in the world in terms of block grants and welfare reform and <br />5 there needs to be a specific statement saying the County will examine ho <br />6 they want to structure for this. The staff will write this goal and bring <br />7 back to the Board. <br />8 Commissioner Crowther feels that all the Planning goals are due at <br />9 the same time and he would like to know how they fit together in the <br />10 Comprehensive Plan. He asked if these could be presented so they are <br />11 clear and easy to understand. Marvin Collins said that when these are <br />12 presented to the Board of County Commissioners they will be clear. In <br />13 terms of how it all fits into the Comprehensive Plan, he can put that on a <br />14 form that will be easy to understand and they can see how one thing fits <br />15 into another. <br />16 Commissioner Crowther made reference to the "Shaping Orange <br />17 County's Future" and said that this group may ask the County not to adopt <br />18 anything until that committee comes forth with a recommendation. <br />19 Marvin Collins noted that the Board may decide to delay some of <br />20 the goals until that Committee is finished. <br />21 Commissioner Gordon suggested that a matrix be done on what goal <br />22 comes first, second, etc. and then the Board can see the whole picture and <br />23 make recommendations. <br />24 John Link said he feels it would be helpful to have a matrix or <br />25 timeline on these goals and also on the capital projects that Pam Jones <br />26 oversees. He will bring these timelines back to the Board. <br />27 Commissioner Willhoit expressed a concern about the delay in th <br />28 rural character goal. He doesn't like the idea that a process must be <br />29 followed before anything can be done. The Shaping Orange County's Futur <br />30 will probably take three years. Goals can be modified after that <br />31 recommendation is received. He feels the County needs some shorterm goals <br />32 to focus on educating the municipalities and schools on projected growth <br />33 and other shorterm goals. <br />34 Commissioner Gordon feels there is another category to be added or <br />35 put back in the goals which could be called "Government Efficiency" or <br />36 "Government Operations". Under this category would be the goal of <br />37 efficiency in County Government. With reference to the Impact Fee <br />38 Analysis, Commissioner Gordon feels it belongs as a separate goal because <br />39 as a County, the interest is in efficiency and collecting money for <br />40 services rendered and the Impact Fee is related to that effort. She <br />41 suggested that there be a whole new category of goals that have to do with <br />42 .,the way Government operates including efficiency, cost-effectiveness, etc. <br />43 and that this category should include both the efficiency goal and the <br />44 impact fee analysis. <br />45 In answer to a question about whether these two goals were new <br />46 ones for next year, Commissioner Gordon said that the efficiency goal was <br />47 left out and the Impact Fee Analysis is already there with long range <br />48 planning goals and needs to be put into the category of "Government <br />49 Efficiency". Neither one is new. <br />50 With reference to the Hillsborough Cooperative Planning and the <br />51 status report, Commissioner Gordon asked about the study for the area <br />52 north of I-40/Old NC86 and was told that Planning is working on this. 0~ <br />53 the cooperative agreement, she thought that although Hillsborough said <br />54 they did not want to do it, the County did not agree to delete the <br />55 request. <br />
