2 <br />V. PROCLAMATION <br />A. SECOND LA FIESTA DEL PUEBLO <br />A motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Crowther to approve the resolution as stated below: <br />A RESOLUTION IN SUPPORT OF THE SECOND LA FIESTA DEL PUEBLO IN CHAPEL <br />HILL ON SEPTEMBER 9 AND 10, 1995 <br />WHEREAS, about 150,000 Americans of Hispanic heritage live in North <br />Carolina; and <br />WHEREAS, Hispanic Americans participate in all aspects of the economic, <br />cultural and social life of the Orange County community; and <br />WHEREAS, the Latin American community richly contributes to the <br />cultural and social diversity that help make the Orange County <br />community an excellent place to live; and <br />WHEREAS, there is a need for a greater sense of community among all <br />citizens, including Latin American citizens, and for increased <br />communication with health, social services and other community service <br />agencies; and <br />WHEREAS, the Fiesta del Pueblo will include the North Carolina Hispanic <br />soccer league finals. Latin American dances, music, foods, arts, <br />crafts, sports, and children's games to be enjoyed by everyone who <br />attends; and <br />WHEREAS, last year's first Latin American festival in Chapel Hill was <br />very successful, attracting over 3,000 visitors. <br />NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of <br />Commissioners that the Board hereby expresses its strong support of the <br />second "La Fiesta del Pueblo" celebration at Lincoln Center, Merritt <br />Mill Road on the weekend of September 9th and 10th, and encourages all <br />citizens to attend and participate in the festivities. <br />VOTE: UNANIMOUS <br />VI. SPECIAL PRESENTATIONS <br />A. DISTINGUISHED BUDGET PRESENTATION AWARD <br />John Link recognized Budget Director Sally Kost and Budget <br />Management Analyst Donna Dean for their dedication and diligence in <br />receiving the Government Finance Officer Association Distinguished <br />Budget Presentation Award for the fifth consecutive year. He noted <br />that the criteria was much more stringent this year and for the first <br />time, the budget document was rated Outstanding as a policy document. <br />VIII. ITEMS FOR DECISION (CONSENT AGENDA) <br />A motion was made by Commissioner Gordon, seconded by <br />Commissioner Halkiotis to approve those items on the Consent Agenda as <br />stated below: <br />A. APPOINTMENTS <br />The Board approved the following appointments: <br />EMS ADVISORY COUNCIL - Doug Noell and Neil Bateson <br />reappointed for a two year term <br />
