6 <br />Commissioner Gordon made reference to the summary sheet that was <br />distributed outlining a proposed school capital funding program. It is a ten <br />step program aimed at alleviating school facility concerns. <br />Discussion ensued and several changes were suggested. <br />A motion was made by Commissioner Willhoit, seconded by <br />Commissioner Halkiotis to approve the summary with two changes. A corrected <br />copy is in the permanent agenda file in the Clerk's Office. <br />VOTE: UNANIMOUS <br />B. TAX REFUND REQUEST - CH HOTEL ASSOCIATES, LTD. <br />Chapel Hill Associates, Ltd. requested a refund or a release of <br />portions of 1991 and 1992 property taxes. Because of a change in the <br />valuation of a parcel of land where a portion of the property was taken by the <br />Department of Transportation in connection with a widening project, Mr. G. <br />Roland Gammon, Managing General Partner of CH Hotel Associates asked for a <br />refund of a portion of the 1991 taxes that have been paid and a release of a <br />portion of 1992 taxes which have not been paid. It was noted by Geof Gledhill <br />that if the County released the taxes for 1991, the County could be held <br />liable. <br />After a brief discussion, a motion was made by Commissioner <br />Willhoit, Seconded by Commissioner Gordon to approve the release of a portion <br />of the 1992 taxes and deny the refund of any 1991 taxes. <br />VOTE: AYES, 4; NOS, 1 (Commissioner Crowther) <br />C. BID AWARD - APPLICATIONS SOFTWARE AND HARDWARE FOR SHERIFF <br />A motion was made by Commissioner Willhoit, seconded by <br />Commissioner Halkiotis to award the bid to Visions Software Incorporated of <br />Wilmington, North Carolina and authorize the purchase of the remainder of the <br />equipment if the funds are allocated in the 1995-96 CIP. <br />VOTE: UNANIMOUS <br />X. REPORTS <br />A. TRIANGLE SPORTSPLEX UPDATE <br />Grant Blair, SportsPlex General Manager, gave a report about the <br />upcoming opening of the Triangle SportsPlex. He said that they have had <br />hundreds of people walking through the facility and that participation in the <br />programs offered at the SportsPlex has increased. The SportsPlex opened on <br />Sunday, April 1. Their grand opening is set for May 6. He said that they are <br />working with the Visitors Bureau and will continue to put together proposals <br />for use of the facility. <br />XI.
