Formation <br /> A subcommittee can be formed following criteria. <br /> b. operation <br /> Subcommittees shall operate as specified. <br /> 1. A member of the subcommittee shall take responsibility for assigning a note <br /> taker and reporting to the full Committee on the progress toward its stated <br /> objectives, including dissenting view points. <br /> 2. Subcommittees shall operate by consensus or <br /> 3.
