Attachment 3 $
county has held a 1 MGD allocation for Jordan Lake water since 1988. OWASA
had a 10 MGD allocation in 1988; this allocation has been reduced to 5 MGD.
Hillsborough had a 5.5 MGD allocation in 1988; this allocation has been reduced
to 0 MGD. The Orange-Alamance Water System had a 3.5 MGD allocation in
1988: this allocation was also reduced to 0 MGD. In total, in 1988, 20 MGD were
allocated to entities in Orange County, at present this total stands at 6 MGD.
The round 4 allocation process possibly represents the final opportunity to
access the available water supply storage present in Jordan Lake, which could
quite possibly represent the last major water reservoir in the Triangle area.
Since Orange County does not own or operate a water system, nor does it plan
to do so, any delivery of Jordan Lake water to residents of the county must occur
through a partner utility. Several potential partners exist: the City of Durham, the
Towns of Hillsborough and Mebane, the Orange Water and Sewer Authority
(OWASA) and the Orange Alamance Water System (OAWS). Attachment B
illustrates the service areas for each of these water utilities. Numerous
considerations must be evaluated for each of these potential partners.
Whichever utility is chosen to partner with the county will significantly determine
which area of the county could be served with water from Jordan Lake.
Population projections have been developed for several economic development
districts within Orange County, based on current trends and build out
possibilities. Economic development information was also utilized to develop
these projections. The projections are included as Attachment 4 of the Agenda
Abstract.
DWR has requested demand water demand estimates from applicants which
project through 2060. DWR is also planning on having workshops after April
2010 at which time they will present allocation application information.
