3
The cost to update the Cape Fear River Basin Water Supply Plan should be covered by the
DWR. There are also annual fees paid to maintain the County's participation to the JLP
($2,500) as well as to retain the water supply allocation currently held by the County ($2,500).
The latter cost would increase if the County's allocation increases. DWR stated at the February
24th meeting that it does not have money to pay for the update to the Cape Fear Hydrologic
Model, but is actively seeking funding sources, hence the range of costs shown in the bullets
above.
RECOMMENDATION(S): The Manager recommends that the Board:
1) receive this information regarding the Jordan Lake Partnership and the upcoming
allocation process;
2) discuss the proposed process and projections; and
3) confirm that the County remains interested in the Partnership and pursuing the
allocation process outlined herein.
Applications for Jordan Lake Allocations are likely to be due in January 2011, so the County will
need to decide if it wishes to pursue an increase in allocation (as previously discussed in 2009)
or retain the current 1 MGD Phase II allocation which has been in place since 1988. The
Manager also recommends that the Manager and staff be authorized to begin discussions with
potential partner utilities to treat and deliver drinking water from Jordan Lake to a designated
portion of Orange County at the appropriate future date.
