This was in keeping with the Board's <br /> charge to the committee, and the County's intentions announced at the time of land acquisition. <br /> Some of the notable features proposed for this facility include: <br /> • Amphitheatre <br /> • Community gardens <br /> • Learning Center <br /> • Nature trails with interpretive signage <br /> • Picnic shelters <br /> • Natural wooded areas (including a County natural heritage site) <br /> • Informal multi-purpose field <br /> • Scenic overlook <br /> • Agricultural demonstration area <br /> • Fishing <br /> • Playground <br /> ❑ Historic farmstead (for purposes as yet undetermined) <br /> ❑ Parks Operation base and possible future park office <br /> In developing the master plan, the Committee considered a wide range of topics and factors. <br /> Some of these noted in the master plan report include: <br /> ❑ There are three possible locations for the proposed amphitheatre, as noted on the map. <br /> ❑ The Committee tried to protect the scenic vista, and not to "over-design" the site, as new <br /> opportunities and facilities may arise in the future. <br /> ❑ The entry road to the park would be shifted north to address line of sight issues and <br /> concerns about the existing driveway. <br /> ❑ The learning center is seen as a structure that could be used for educating people on a <br /> variety of issues, including environmental, agricultural, local history (including historic <br /> preservation) and other topics. <br /> ❑ Potential for a mountain bike trail in the northwest portion of the site may exist and is <br /> recommended for further exploration. <br /> ❑ Potential for enhancement of existing orchards and other agricultural features may exist. <br /> ❑ Potential for educational partnerships with the two nearby schools (and others) should be <br /> explored. <br /> There is currently no funding to construct or open this land-banked property. The approved FY <br /> 2009-2019 Capital Investment Plan (CIP) shows the existing funding for building stabilization <br /> and anticipates funding for park construction in the period 2013-2016. <br /> Staff has begun the process of looking at potential ways to open parts of the facility on a very <br /> limited basis prior to eventual construction. However, ensuring the safety and stability of the <br /> buildings will be necessary before public access could be safely allowed. Additionally, current <br /> financial constraints may preclude opening the facility in the near future. <br /> FINANCIAL IMPACT: There is no financial impact associated with the receipt of the master <br /> plan. Stewardship of the site is currently performed through the Lands Legacy Program using <br /> existing resources. Building stabilization work to the outbuildings, farmhouse and barn has <br /> occurred and is ongoing, using funds previously appropriated by the Board. <br /> No funds have been appropriated for construction of the planned facilities, and no formal cost <br /> estimates have been developed.
