. ~ ~ <br />1 <br />APPROVED 4/18/95 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONS <br />REGULAR MEETING <br />FEBRUARY 6, 1995 <br />The Orange County Board of Commissioners met in regular session on <br />Monday, February 6, 1995 at 7:30 p.m. in the courtroom of the Old County <br />Courthouse, Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners <br />William L. Crowther, Alice M. Gordon, Stephen H. Halkiotis and Don Willhoit <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant <br />County Managers Albert Kittrell and Rod Visser and Clerk to the Board Beverly <br />A. Blythe (other staff members are identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA <br />FILE IN THE CLERK'S OFFICE. ALL AMENDMENTS TO COUNTY ORDINANCES WILL <br />BE INCORPORATED BY REFERENCE INTO THE ORDINANCE BOOK IN THE CLERK'S <br />OFFICE. <br />I. ADDITIONS OR CHANGES TO THE AGENDA - NONE <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey announced that citizens who have indicated a desire to <br />speak will be recognized at the appropriate time. <br />8. MATTERS NOT ON THE PRINTED AGENDA - NONE <br />PUBLIC CHARGE <br />Chair Carey dispensed with the reading of the public charge. <br />III. BOARD COMMENTS <br />Commissioner Halkiotis told about the conference on solid waste he <br />attended in Charlotte. He presented the Board members with a packet of <br />compost from the Charlotte program. He feels the County is not addressing <br />solid waste issues fast enough and that waiting on funds from tipping fees <br />and holding down the tax rate is not a viable option. He would like to see <br />something accomplished over the next four years to move the County forward. <br />Commissioner Halkiotis suggested that the County develop a way to <br />recognize citizens for heroic acts of bravery. The County Manager and Clerk <br />will bring back a proposal for Board approval on March 21, 1995. <br />Commissioner Willhoit said that the Landfill Owners Group budget will <br />be discussed later this month and he will inform the Board of County <br />Commissioners of the LOG's recommendation for increasing the tipping fee. <br />Commissioner Crowther asked that a letter be sent to DOT requesting <br />that they investigate the need for a turn lane on Highway 57 into the <br />County's waste convenience center. He also asked if anything could be done <br />about the outside noises that are heard in the courtrooms. John Link <br />responded that the Justice Facility Committee looked into soundproofing these <br />rooms and decided not to do anything with the present facilities. He will <br />share this concern with the Committee at their next meeting. <br />
