5 <br />Chair of the Orange County Board of Commissioners proclaim December <br />11, 1994, Russell and Ruth Walker Appreciation Day. We encourage <br />all citizens of Orange County to join in honoring the Walkers. <br />VOTE: UNANIMOUS <br />B. RESOLUTION IN MEMORIAM - GORDON BAYLOR CLEVELAND <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Crowther to approve the resolution as stated below: <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />RESOLUTION IN MEMORIAM <br />WHEREAS, the Orange County Board of Commissioners has learned with deep regret <br />of the death of Mr. Gordon Baylor Cleveland, a former member of the Orange <br />County Board of Commissioners; and <br />WHEREAS, Mr. Gordon Baylor Cleveland did give untiring public service to his <br />County, State, and Nation during his lifetime as a World War II Army Air Corps <br />pilot; as a Board of Education member (1959-1962); as a County Commissioner <br />(1962-1966); and as a University of North Carolina at Chapel Hill faculty <br />member (1952-1982); <br />NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of Commissioners <br />recognizes the significant contributions of Gordon Baylor Cleveland to his <br />community and on behalf of all the citizens of Orange County, commemorates his <br />public service. <br />FURTHERMORE, BE IT RESOLVED THAT a copy of this resolution be forwarded to the <br />family of Gordon Baylor Cleveland with the expressed sympathy of the Orange <br />County Board of Commissioners. <br />VOTE: UNANIMOUS <br />VI. SPECIAL PRESENTATIONS - NONE <br />VII. PUBLIC HEARINGS <br />A. ELEMENTARY SCHOOL FINANCING AND SITE ACOIIISITION <br />County Attorney Geoffrey Gledhill said that the Chapel Hill- <br />Carrboro School Board agreed to transfer the title to the County for the <br />property on which the new school will be constructed so that the financing can <br />occur. Counties are authorized to do installment financing and schools are <br />not. The County pledges the property as security for the debt and the County <br />must own it. They will lease the property back to the school for the purpose <br />of operating the school. <br />No one appeared to speak on behalf or against the proposed project <br />so the public hearing was closed. <br />A motion was made by Commissioner Willhoit, seconded by <br />Commissioner Halkiotis that the Board approve the proposed financing agreement <br />with Nationsbank and related documents substantially in the form presented <br />subject to review and approval by the Local Government Commission, the County <br />Attorney and the County's Bond Counsel and accept a deed from the Chapel Hill- <br />Carrboro Board of Education for the property on which the new school will be <br />constructed and located. <br />
