<br />2 <br />energy and through her foresight and leadership helped promote many <br />progressive changes in the operation of Orange County Government, <br />and <br />WHEREAS, Verla C. Insko has given generously of her time, talent, special <br />knowledge, and leadership skills through her service on numerous <br />community, County and State committees and councils among which <br />include her service on the Emergency Medical Services Advisory <br />Council, Library Board of Trustees and the Social Services Board <br />as well as short-term committees such as the School Ad Hoc <br />Committee, the Justice Facility Study Group and the Monitoring and <br />Maintenance Committee, and <br />WHEREAS, Verla C. Insko having served four years in the office of County <br />Commissioner of Orange County did not seek renomination to this <br />office in the Democratic Primary of 1994, <br />NOW, BE IT RESOLVED, that the members of the Orange County Board of <br />Commissioners wish her and her family every happiness in the years <br />ahead and directs this Resolution be presented to Verla C. Insko, <br />with a copy sent to the press, and the Resolution be spread on the <br />Minutes of this meeting, this 5th day of December, 1994. <br />VOTE: UNANIMOUS <br />Commissioner Insko thanked the Board saying that she loves politics and <br />county government. She is grateful that she has been able to participate. <br />She thanked her husband for his help and support. She presented to each <br />County Commissioner something which will help each one perform their job <br />better. <br />C. OATHS OF OFFICE FOR BOARD MEMBERS <br />The Oath of Office was given to William C. Crowther by Town of <br />Hillsborough Mayor Horace Johnson, to Alice M. Gordon by Register of Deeds <br />Betty June Hayes and to Stephen H. Halkiotis by Clerk to the Board Beverly <br />Blythe. <br />D. BOARD ORGANIZATION <br />1. Election of Chair and Vice Chair <br />The Board elected Moses Carey, Jr. as Chair until the first meeting <br />in December, 1995. The vote was unanimous. <br />The Board elected Stephen H. Halkiotis as Vice-Chair until the <br />first meeting in December, 1995. The vote was unanimous. <br />2. Designation of Voting Delegate for all NCACC and NACo meetings for <br />calendar year December 1, 1994-1995 <br />A motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Gordon to nominate Commissioner Willhoit as the voting delegate <br />for the NCACC and the NACo meetings for calendar year December 1, 1994-95. <br />VOTE: UNANIMOUS <br />
