SEWER EASEMENT AGREEMENT WITB HILL$BOROOGB <br />Commissioner Insko reported that members of the I-40/Old 86 work <br />group discussed this issue last week and understands and agrees with the <br />recommendation. <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Halkiotis to (1) convey the easement to Hillsborough, (2) authorize the Chair, <br />the County Manager and the County Attorney to determine the value of the <br />easement, devise modifications (consistent with the intent of the approved <br />easement agreement) to the agreement as required to secure accord among the <br />parties to the easement agreement, and negotiate a settlement with <br />Hillsborough, and (c) authorize the Chair to approve the settlement and to <br />sign and execute the agreement. <br />VOTE: UNANIMOUS <br />C. WASTEWATER TREATMENT MANAGEMENT PROGRAM (WTMP) <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Willhoit to approve the Plan of Action and establish a new, permanent <br />Environmental Health Specialist position in the Health Department effective <br />December 5, 1994. <br />VOTE: UNANIMOUS <br />D. $RILL DEVELOPMENT PROGRAM <br />The Board added to the composition of this work group a person from <br />the Media, a vocational education teacher from each school system and added <br />the word "private" in front of major employers (private not public employers). <br />A motion was made by Commissioner Willhoit, seconded by <br />Commissioner Halkiotis to approve the composition of this work group as <br />amended above and authorize the chair to invite each member to participate. <br />VOTE: UNANIMOUS <br />E. REVISED ORANGE COIINTY TRANSPORTATION PRIORITIES LIST <br />Commissioner Gordon, the County's representative to the <br />Transportation Advisory Committee, and Slade McCalip, the County's <br />Transportation Planner, worked on the preparation of the County's <br />transportation priorities list and that list has been approved by the Planning <br />Board. <br />Commissioner Willhoit asked that a statement be included in the <br />list about the need to paint the bridges. Also, the resolution previously <br />adopted by the County Commissioners concerning the widening of I-40, and the' <br />desirability of a high occupancy vehicle lane in any expansion of I-40, will <br />be included in the request that will be presented to the Department of <br />Transportation on October 25. <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Halkiotis to endorse the Orange County Local Transportation Priorities list <br />including the amendment above about bridge painting, and to authorize the <br />Chair to sign the cover letter (with attachments), as endorsed by the Planning <br />Board, to be used by NCDOT and the DCHC in the development of the 1996-2002 <br />STIP and LTIP. <br />VOTE: UNANIMOUS <br />
