1 <br />APPROVED 11/15/94 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />OCTOBER 18, 1994 <br />The Orange County Board of Commissioners met in regular session on <br />Tuesday, October 18, 1994 at 7:30 p.m. in the OWASA Community meeting room, <br />400 Jones Ferry Road in Carrboro, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Vice-Chair Stephen Halkiotis and <br />Commissioners Alice M. Gordon, Verla C. Insko and Don Willhoit <br />COUNTY COMMISSIONER ABSENT: Chair Moses Carey, Jr. <br />ATTORNEY PRESENT: Geoffrey Gledhill <br />STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Albert Kittrell and Rod Visser, and Clerk to the Board Beverly A. <br />Blythe (other staff members are identified appropriately below) <br />I. ADDITIONS OR CHANGES TO THE AGENDA <br />The appointment for the Planning Board was deleted. <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA - NONE <br />B. MATTERS NOT ON THE PRINTED AGENDA <br />Kelly Tackett stated that she is in support of Item VIII-E which <br />is a proposed subdivision regulation text amendment which will allow her to <br />build a house. <br />PUBLIC CHARGE <br />Vice-Chair Halkiotis dispensed with the reading of the public charge. <br />III. BOARD COMMENTS <br />Commissioner Halkiotis asked John Link to find out if NCDOT is going <br />to close the entrance onto I-85 from Highway 70 east of NC751. He suggested <br />a resolution requesting that this entrance not be closed be presented to DOT <br />at the TIP meeting next week. Commissioner Gordon noted that the <br />Transportation Advisory Council has already sent a letter to DOT making this <br />request. <br />IV. COUNTY MANAGER'S REPORT <br />John Link recognized Roscoe Reeve and commended him for receiving the <br />"Mapper of the Year" award from the Property Mappers Association. Roscoe <br />Reeve was the founder of this association and has been instrumental in getting <br />key legislation passed. Since 1981 this award has been given seven times with <br />Orange County receiving four of these awards. The award was read by <br />Commissioner Halkiotis and the Board congratulated Roscoe Reeve for the <br />contributions he has made to his profession. <br />V. RESOLOTIONS~PROCLAMATIONS <br />A. RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR INSTALLMENT <br />PURCHASE OF THE NEW CHAPEL HILL-CARRBORO ELEMENTARY SCHOOL <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />
