He feels that people will not be able to develop their property of the regulations imposed by the financial institutions. Soil <br /> conditions are ultimately the limiting factor for development. He feels that the <br /> financial and business side of development needs to be considered. His concern <br /> with the clustering concept is that other clustering regulations that exist will <br /> not work.
