4 <br />severely impede the flow of traffic, increase the probability of <br />collisions, and endanger the safety and lives of the general <br />motoring public; and <br />WHEREAS, the proposed policy would prohibit the transport of these homes <br />through construction zones and require detour routes along <br />unspecified routes; <br />NOW, THEREFORE, THE BOARD OF COMMISSIONERS FOR THE COUNTY OF ORANGE DOES <br />RESOLVE: <br />1. The Commissioners are opposed to the proposed transport of 16-foot wide <br />mobile/modular homes on any highway in the Durham-Chapel Hill-Carrboro <br />Urban Area and any other highway in the State of North Carolina; and <br />2. The Commissioners are opposed to the transport of 16-foot wide <br />mobile/modular homes along unspecified detour routes due to <br />restrictions for transport through construction zones along proposed <br />transport routes; and <br />3. The Commissioners strongly encourage the State to fully examine rail <br />transport or other means for providing the economic advantages <br />necessary for the N.C. mobile home industry to remain competitive with <br />manufacturers in other states; and <br />4. The Clerk to the Board of Commissioners is directed to send a copy of <br />this Resolution to the Governor, the Secretary of Transportation, the <br />N.C. Board of Transportation, the Council of State, and to the area's <br />local legislative delegation. <br />VOTE: UNANIMOUS <br />D. RE80LIITION REOIIESTING RECONCILIATION OF TRANSPORTATION IMPROVEMENT <br />PROGRAMS <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Halkiotis to approve the resolution as stated below: <br />RESOLUTION REQUESTING RECONCILIATION OF THE <br />TRANSPORTATION IMPROVEMENT PROGRAMS ACCORDING TO THE <br />ADOPTED DCHC REGIONAL PRIORITY LIST <br />OF JANUARY 1994 <br />WHEREAS, the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning <br />Organization (MPO) is a designated Transportation Management Area, by the <br />Secretary of the United States Department of Transportation; and <br />WHEREAS, the Transportation Advisory Committee (TAC) of Durham-Chapel Hill- <br />Carrboro Metropolitan Planning Organization is comprised of the designated <br />elected representatives of the local government jurisdictions within the <br />boundaries of the DCHC MPO and a member of the North Carolina Board of <br />Transportation; and <br />WHEREAS, Section 23 USC 134 (i)(4) of the Intermodal Surface Transportation <br />
