3 <br />required to walk a significant distance from the bus stop to the <br />Southern Human Services facility; and <br />WHEREAS, the County will provide shuttle service from the closest bus stop <br />to the Southern Human Services facility; <br />THEREFORE, BE IT RESOLVED THAT the County Commissioners request that the Town <br />Council consider the prospects of extending bus service to <br />Homestead Road; and we further suggest to the Town Council that the <br />Town Manager work with the County Manager during the approximately <br />two-year construction period of the Southern Human Services <br />Building to establish the most acceptable mix of Town <br />Transit/County shuttle service for the facility. <br />VOTE: UNANIMOUS <br />C. RESOLUTION OPPOSING THE TRANSPORT OF 16-FOOT WIDE TRAILERS ON MAJOR <br />HIGHWAYS <br />A motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Gordon to approve the resolution as stated below: <br />RESOLUTION CONCERNING THE TRANSPORT OF 16-FOOT WIDE <br />MOBILE/MODULAR HOMES ON CERTAIN HIGHWAYS IN NORTH CAROLINA <br />WHEREAS,on December 3, 1993 the N.C. Board of Transportation approved a policy <br />to implement amending Title 19A NCAC 02D.067 to allow the transport of 16-foot <br />wide mobile/modular homes on designated highways in North Carolina; and <br />WHEREAS, upon publishing text of the proposed rule with notice of public <br />hearings in the North Carolina Register, the State of North <br />Carolina will hold public hearings and also allow for written <br />public comment; and <br />WHEREAS, the proposed transport routes for 16-foot wide mobile/modular homes <br />within the Durham-Chapel Hill-Carrboro Urban Area include I-40, I- <br />85, and US 501 (Duke Street and Roxboro Road)--routes with 12-foot <br />travel lanes currently operating at or greatly exceeding designed <br />traffic capacity; and <br />WHEREAS, the transport of 16-foot wide mobile/modular homes will <br />significantly impede traffic in transport lanes and adjacent travel <br />lanes, creating traffic delays, congestion and unsafe conditions; <br />and <br />WHEREAS, traffic congestion increases auto tailpipe emissions which are the <br />major contributor to the area's ambient air quality standard <br />violations and resulting non-attainment designation for ozone and <br />carbon-monoxide; and <br />WHEREAS, I-85 will be under continuous reconstruction for the next decade <br />and beyond; and the transport of these homes through construction <br />zones with concrete barriers and narrowed travel lanes will <br />
