2 <br />Commissioner Gordon referred to the newspaper article about the <br />dangerous situation in the district courtroom in Chapel Hill and asked the <br />staff to report on this situation at one of the meetings in August. She <br />emphasized that she is interested in long range court planning. <br />Chair Carey made reference to a letter requesting that OWASA be pursued <br />under the Utility Commission. The Board agreed to send a letter stating they <br />don't have the legislative authority to do this and urge citizens to do this <br />on their own. <br />A motion was made by Commissioner Willhoit, seconded by Commissioner <br />Halkiotis to send the letter as mentioned above. <br />VOTE: UNANIMOUS <br />In answer to an inquiry about televising County Commissioner meetings, <br />John Link stated that in August he will present a report on this possibility <br />and give an update on the results of the cable advisory committee survey. He <br />will present options for televising County Commissioner meetings. <br />IV. COUNTY MANAGER'S REPORT - NONE <br />V. RE80LUTIONB/PROCLAMATIONS <br />A. RESOLUTION ON HOSPITALS SEEKING CHARGES FROM INMATES AND THEIR <br />FAMILIES <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Halkiotis to approve the resolution requesting that the North Carolina <br />Association of County Commissioners support legislative reconsideration of <br />State statutes that make county governments responsible for all emergency <br />medical costs for treatment of jail inmates as attached to these minutes on <br />pages <br />VOTE: UNANIMOUS <br />B. RESOLUTION RESPONDING TO STIPULATIONS OF THE. SPECIAL U88 PERMIT FOR <br />THE 80IITHERN HUMAN SERVICES SITE; TRANSIT SERVICE__TO THE SITE AND <br />CONFIRMING BUILDING LOCATION ON THE SITE <br />The Board deferred action on the resolution dealing with the <br />stipulations of the Special Use Permit. <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Halkiotis to approve the resolution as stated below: <br />RESOLUTION <br />REQUESTING TRANSIT SERVICE TO THE <br />COUNTY'S PROPERTY ON HOMESTEAD ROAD <br />WHEREAS, the County plans to construct a building on Homestead Road from <br />which to provide human services for the citizens of southern Orange <br />County; and <br />WHEREAS, the bus stop closest to the site of the proposed Southern Human <br />Services Building is presently on Airport Road; and <br />WHEREAS, it is clear to the County Commissioners that citizens of Chapel <br />Hill and Carrboro using public transit service should not be <br />
