11 <br />B. NOTICE OF INTENT - BOND REFERENDIIM FOR PIIRCHA88 OF DEVELOPMENT <br />RIGHTS <br />The Board considered the legal requirements and proposed schedule <br />for a November 8, 1994 bond referendum for a farmland preservation program. <br />If the Board wanted to stop the process they would need to do so by September <br />6. <br />Commissioner Willhoit expressed a concern with the title of the <br />program as indicated in the letter from the bond attorney. He would like to <br />narrow the focus to preservation of farms or farmland. He would like <br />additional information on the process for identifying the farms and also the <br />level of commitment if the bonds pass. He suggested a steering committee to <br />assist the Agricultural Advisory Board with disseminating information to the <br />citizens about the bond issue and what is involved with preservation of <br />farmland. He would like for the County Commissioners to hold a public hearing <br />in early August so that the citizens can respond to the proposal. <br />A motion was made by Commissioner Willhoit, seconded by Chair Carey <br />to approve the bond referendum timetable, to change the title to farmland <br />preservation or something similar and to authorize the Clerk to publish the <br />Notice of Intent. <br />VOTE: UNANIMOUS <br />NOTE: Commissioner Halkiotis was excused from the meeting at 9:20. <br />C. BID AWARD - DIGITAL RECORDING SYSTEM FOR EMS <br />A motion was made by Commissioner Insko, seconded by Chair Carey <br />to award the bid for the lease purchase of a Digital Recording System to <br />Communications Systems for a cost of $41,340.00. <br />VOTE: UNANIMOUS <br />Two additional bids were received from Dictaphone for $55,239.00 <br />and Dictaphone (alternate bid) for $47,615. <br />D. FOOD STAMP DIRECT MAIL ISSIIANCE CONTRACT <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Willhoit to approve and authorize the Chair to sign a contract with Cost <br />Containment, Inc., Raleigh, NC contingent upon written approval of contract <br />from the State. <br />VOTE: UNANIMOUS <br />L. PROPOSED ZONING ORDINANCE TE%T AMENDMENT FOR WATERSHED PROTECTION <br />STREAM BIIFFERB. SEWAGE DISPOSAL AND WATERSIIPPLY <br />Planner Mary Willis presented for Board consideration a proposed <br />amendment to the Zoning Ordinance to allow for a reduction in the 150' <br />building setback and 300' septic system setback adjacent to reservoirs and/or <br />streams for lots created prior to January 1, 1994. <br />Commissioner Willhoit expressed a concern with explaining the <br />intent of this proposal to the citizenry. He asked that the staff develop an <br />alternative plan which would notify the property owner earlier in the process <br />and/or a reduced fee to follow the process through the Board of Adjustment. <br />
