APPROVED 8/8/94 MINUTES <br />JUNE 28, 1994 <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />The Orange County Board of Commissioners met in regular session on <br />Tuesday, June 28, 1994 at 7:30 p.m. in the OWASA Community Meeting Room, 400 <br />Jones Ferry Road, Carrboro, North Carolina. <br />COIINTY COMMISSIONERS PRESENT: Moses Carey, Jr., and Commissioners Alice <br />M. Gordon, Stephen H. Halkiotis, Verla C. Insko and Don Willhoit. <br />COIINTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COIINTY STAFF PRESENT: County Manager John M. Link, Jr., and Assistant <br />County Managers Rod Visser and Albert Kittrell, Economic Development Director <br />Ted Abernathy, Clerk to the Board Beverly A. Blythe, Human Resources Analyst <br />II Lana Chandra, Finance Director Ken Chavious, Budget and Management Analyst <br />Donna Dean, Personnel Director Elaine Holmes, Director of Revenue John Horner, <br />Purchasing Director Pam Jones, Recreation and Parks Director Robert Jones, <br />Budget Director Sally Kost, Transportation Planner Slade McCalip, Human <br />Resources Analyst Cornelia Moore, Sheriff Lindy Pendergrass, Administrative <br />Officer II Rick Poole, Health Director Dan Reimer, Planner Mary Willis, and <br />EMS Director Nick Waters, <br />NOTE: ALL ITEMS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA FILE <br />IN THE CLERK'S OFFICE <br />I. ADDITIONS OR CHANGES TO THE AGENDA <br />Chair Carey added to the agenda as item IX-G "Regional Household <br />Hazardous Waste Collection Program". He added appointments to the Economic <br />Development Commission under item XI. Item IX-A will be considered after <br />item III. Revisions were accepted for item V-D. <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey said that those citizens who have indicated a desire <br />to speak will be recognized at the appropriate time. The Board agreed to <br />receive comments on the budget even though two public hearings had been held. <br />B. MATTERS NOT ON THE PRINTED AGENDA <br />Sally Nussbauner read a prepared statement from her husband Jef. <br />In summary they are concerned about the proposed Lake Hogan Farms subdivision. <br />Deliberations have been private and no member from the public is allowed to <br />comment. She asked that the County Commissioners represent her and her <br />husband in stopping any development of the property until a process can be <br />developed which will include citizens. She asked that the County <br />Commissioners get a restraining order to halt all development involving the <br />"Transition areas" outlined in the Joint Planning Area Agreement. <br />PIIBLIC CHARGE <br />Chair Carey read the Public Charge. <br />III.
