1 <br />APPROVED 8/8/94 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />BUDGET PUBLIC HEARING <br />JUNE 7, 1994 <br />The Orange County Board of Commissioners held a Public Hearing <br />on the proposed 1994-1995 Budget on Monday, June 7, 1994 at 7:30 <br />p.m. in the Orange Water and Sewer Authority Community Meeting <br />Room, Carrboro, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and <br />Commissioners Don Willhoit, Alice Gordon, Verla Insko and Stephen <br />Halkiotis. <br />STAFF PRESENT: County Manager John Link, Deputy Clerk to the <br />Board Kathy Baker, Finance Director Ken Chavious, Budget Analyst <br />Donna Dean, and Budget Director Sally Kost. <br />Chair Carey convened the meeting at 7:35 p.m. John Link <br />outlined the 1994-1995 proposed budget. In summary, he stated that <br />the total budget cost is $66,188 which is a 8.77$ increase. <br />Additional debt services on the $30 million in bonds to be sold on <br />June 14 will total $937,500. The current expense appropriation for <br />the schools will increase from $17.3 million to $18.8 or 8.68. <br />The per pupil allocation will increase from $1,363 to $1,425. He <br />is recommending a 2.25$ COLA for County employees and a Career <br />Growth Recognition Award of approximately 1.25$ salary increase for <br />employees whose work performance is rated effective or higher. <br />The budget includes 9 new permanent full-time positions. The <br />recommended budget establishes the general fund property tax rate <br />at .88 cents. <br />THERE WERE NO QUESTIONS AND/OR COMMENTS FROM THE BOARD OF COUNTY <br />COMMISSIONERS. <br />THE MEETING WAS OPENED FOR QUESTIONS AND/OR COMMENTS FROM CITIZENS <br />VICKI BOYER, President of the McDougle Middle School PTA, made <br />a statement urging full funding for this school. She indicated <br />that although volunteers were willing and able to devote time to <br />the start-up of this school, it is also important that start-up is <br />funded at the necessary level. <br />LEIGH PEEK, President of the New Hope Elementary PTSA, <br />requested that the County fund the teacher supplement and allocate <br />money for a technology specialist. She presented a petition with <br />100 signatures. Each citizen on the petition has listed their <br />particular area of concern with the funding of this budget. This <br />petition is in the permanent agenda file in the Clerk's office. <br />
