4 <br />VI. 8PECIAL PRESENTATIONS - NONE <br />VII. PUBLIC HEARINGS <br />A. HOME AND COMMUNITY CARE BLOCK GRANT <br />Albert Kittrell explained that the State Department of Human <br />Resources established the Home and Community Care Block Grant which became <br />effective July 1, 1992. The grant did not create new funding streams, but <br />combined funds appropriated to the Department on Aging, Department of Social <br />Services and Joint Orange Chatham Community Action Agency to administer <br />programs for senior citizens. The recommended funding plan for the 1994-95 <br />fiscal year is $456 more than the 1993-94 fiscal year. <br />A motion was made by Commissioner Willhoit, seconded by <br />Commissioner Halkiotis to close the public hearing. <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Willhoit, seconded by <br />Commissioner Insko to approve the 1994-95 Home and Community Care Block Grant <br />Funding Plan as endorsed by the Home and Community Care Block Grant Advisory <br />Committee and as included in the agenda abstract. <br />VOTE: UNANIMOUS <br />VIII. ITEMS FOR DECISION - CONSENT AGENDA <br />Items "N" and "Q" were removed and considered immediately following <br />the Consent Agenda. A motion was made by Commissioner Insko, seconded by <br />Commissioner Halkiotis to approve those items on the Consent Agenda as listed <br />below: <br />A. BUDGET ORDINANCE AMENDMENT #12 <br />The Board approved amendments to the 1993-94 Budget Ordinance and <br />grant project ordinances for the Department on Aging, Community Development <br />program and Section 8 as stated below: <br />GENERAL FUND <br />Source - Intergovernmental $ 9,198 <br />Appropriation - Human Services 9,198 <br />(To receive State DOT funds to promote <br />rural public transportation) <br />Source - Intergovernmental $ 4,775 <br />Appropriation - Human Services 4,775 <br />(To receive Triangle J COG health promotion <br />funds for the Department on Aging) <br />Source - Charges for Services $ 2,253 <br />Appropriation - Human Services 2,253 <br />(To budget additional fees for Community Based <br />programs in the Department on Aging) <br />Source - Miscellaneous Revenue $ 1,460 <br />Appropriation - Human Services 1,460 <br />(To budget donations received by the Dept. <br />
