1 <br />APPROVED 8/8/94 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />MAY 26, 1994 <br />The Orange County Board of Commissioners met in Regular <br />Session on Thursday, May 26, 1994 at 7:30 p.m. in the Superior <br />Courtroom, new County Courthouse, Hillsborough, North Carolina in <br />order for the County Manager to present the 1994-1995 recommended <br />Orange County Budget. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and <br />Commissioners Alice M. Gordon, Stephen H. Halkiotis, Verla C. <br />Insko and Don Willhoit. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John Link, Jr., <br />Assistant County Managers Albert Rittrell and Rod Visser, Deputy <br />Clerk to the Board Rathy Baker, Director of .Planning Marvin <br />Collins and Planner David Btancil. <br />PRESENTATION BY JOHN M. LINK, JR. <br />John Link outlined the 1994-1995 budget. He stated that the <br />total budget is $66,188,728 which is an increase of 8.77$. <br />Additional debt service on the $30 million in bonds to be sold on <br />June 14 will total $937,500. Current expense appropriation for <br />the schools is increased from $17.3 million to $18.8 million or <br />8.68$. The per pupil allocation would increase from $1,363 to <br />$1,425. He is recommending a 2.25$ COLA for the County employees <br />and a Career Growth Recognition Award of approximately 1.25 <br />salary increase for employees whose work performance is <br />competent. The budget includes 9 new permanent full-time <br />positions. The recommended budget establishes the general fund <br />property tax rate at .88 cents. <br />Commissioner Halkiotis asked if the full time civil rights <br />specialist was absolutely necessary. John Link indicated that <br />Lucy Lewis has done a great deal of research in assessing other <br />North Carolina offices and had actually recommended two <br />positions. Commissioner Halkiotis also commented on the success <br />of the staffed solid waste convenience centers which have greatly <br />reduced the amount of material going into the land fill. <br />There being no further comments, the meeting was adjourned. <br />The next regular meeting of the Orange County Board of <br />Commissioners will be held on June 2, 1994 at 7:30 p.m. in <br />Superior Courtroom, Hillsborough, North Carolina. <br />Moses Carey, Jr., Chair <br />Beverly Blythe, Clerk <br />
