<br />6 <br />Mike Cox stated he has a DEH Type IV, low pressure, single pump <br />system. He has had no trouble with his system and disagrees with the <br />statement that these systems have a higher rate of failure. He feels the $100 <br />fee is outrageous. A friend of his in the septic tank business told him it <br />takes 15 minutes to do an inspection. He agrees with Option I at half the <br />cost. He does not feel it is fair to charge everyone $100.00 regardless of <br />the number of times they do an inspection. <br />Commissioner Halkiotis said that he has no problem with the <br />inspection schedule but does not agree with the $100.00 fee. He made <br />reference to a letter received from Ms. Laura V. Crenshaw in which she <br />supports Option I. She indicated that they do maintain their system and make <br />the necessary repairs to the system as suggested by their inspector. She <br />feels that charging the $100 every year for the County to inspect the systems <br />would be a needless expense for the majority of the owners of low-pressure <br />pipe systems. <br />In answer to a question from Commissioner Halkiotis about the <br />recovery of costs, John Link said that most of the fees charged by the County <br />are subsidized. <br />Commissioner Halkiotis read a letter from Rolland Wrenn. She is <br />against the proposal in its entirety and the $100 fee. Commissioner Halkiotis <br />repeated that he endorses the inspection program and a $50.00 fee. <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Halkiotis to close the public hearing and place this item on a subsequent <br />agenda as a decision item. <br />VOTE: UNANIMOUS <br />The County Commissioners commended the Environmental Health Staff <br />for all their work on this proposal. <br />VIII. ITEMS FOR DECISION - CONSENT AGENDA <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Gordon to approve the items on the Consent Agenda as stated below with the <br />revised minutes for April 4, 1994. <br />A. CSE ATTORNEY CONTRACT <br />The Board approved and authorized the Chair to sign a contract with <br />Coleman, Gledhill and Hargrave to provide legal representation for the Child <br />Support Office . <br />B. <br />The following appointments were approved by the Board: <br />Water and Sewer Services Area Boundaries <br />Allen Lloyd - representing Hillsborough <br />Evelyn Lloyd - representing Hillsborough <br />Joe Capowski - representing Chapel Hill <br />James Protzman - representing Chapel Hill <br />Julie Andresen - representing OWASA <br />Barry Jacobs - representing OWASA <br />Commission for Women (all AT LARGE) <br />
