12 <br />Commissioner Halkiotis said that he is not satisfied with the <br />$100.00 charge to inspect a septic system for a single family dwelling. <br />Chair Carey indicated that he was in agreement with the direction of <br />the report mentioned above. With regard to the cost, it is a question of <br />whether the system owner pays the cost of the inspection or whether the <br />costs should be paid by all taxpayers. <br />John Link stated that the staff is reviewing the presentation made <br />earlier on cost per inspection. It requires three hours to complete this <br />type of inspection. He will provide a cost analysis to the Board. <br />Commissioner Insko suggested discussing the items in the May 2 memo <br />from Commissioners Halkiotis and Willhoit. It was agreed by consensus to <br />substitute the word "monitoring for the word "oversight". The Board also <br />decided to take each of the tiers of inspection frequency to public <br />hearing. <br />Commissioner Willhoit suggested not entering into an agreement with <br />DEM because the Health Department already has the authority to monitor <br />monthly reports that are sent to DEM and conduct inspections based on <br />report information and field observation. System owners could be contacted <br />and requested to forward copies of the laboratory results. Enforcement <br />would be handled by DEM. He indicated that it would place an additional <br />burden on the County to respond to hazardous waste spills which would be <br />required by the MUA proposal. The State mandated frequency for monitoring <br />is an appropriate beginning point which the County could use while the <br />local monitoring program is being established. He also commented that the <br />Notice of Public Hearing needs to be restructured so that it has a more <br />logical flow. <br />Commissioner Halkiotis requested information on how often sludge is <br />inspected. <br />Chair Carey requested clarification on the type of reports that are <br />submitted for low pressure systems approved by the Health Department. He <br />was informed that the homeowner's contractor is required to submit a semi- <br />annual report to the Health Department. <br />Chair Carey indicated that charging a fee for sampling appears to be <br />a problem. <br />John Link indicated that the public hearing needs to offer an <br />opportunity to discuss exactly how the operation would be staffed relative <br />to Tier 1. He suggested that the staff review both public hearing notices <br />and create one final notice to be forwarded to the Board of Commissioners <br />for their review and approval.
