10 <br />provisions of the EMS franchise ordinance which was adopted by the Board in <br />April, 1993. The EMS Advisory Council endorsed this concept. The County <br />staff also recommends that the Board consider a change in policy regarding <br />the transport only service which would allow the Johnson Ambulance Service <br />to undertake all of this type of service. This would decrease the present <br />workload of the EMS system and would improve availability of ambulances for <br />emergency calls as well as lower operational costs, extend ambulance life <br />and diminish the need for additional ambulance staff. Also, the EMS staff <br />time could be redirected to higher priority functions. The need for <br />billing and collection for these services would also be eliminated. This <br />would redirect 10-15 hours per week of staff time in the Revenue Office. <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Halkiotis to approve the franchise for Johnston Ambulance Service, Inc., to <br />begin operation as soon as practicable, after allowing some time for <br />notification to users of the convalescent transport service. <br />VOTE: UNANIMOUS <br />E. PUBLIC HEARING NOTICE FOR MAY 23, 1994 QUARTERLY PUBLIC HEARING <br />Marvin Collins presented for the Board's consideration the legal <br />notice and items for discussion at the regular quarterly public hearing <br />scheduled for May 23, 1994. A set of sustainable community principles has <br />been requested for inclusion in the Board of Commissioner's policy manual <br />and applicable for all County departments. Examples of sustainable <br />development practices that have been used by the County in relation to each <br />principle would be included in the policy manual. The items to be <br />presented at Public Hearing were summarized. It would be possible for the <br />Board of Commissioners to create a package using the report on the Rural <br />Character strategies, the Open Space Land Use Plan Category, and the Zoning <br />District Standards to craft open space categories and zoning district <br />standards. The other amendments that are proposed are the Zoning Ordinance <br />and Text Amendments which relate to enabling legislation passed in the last <br />session of the General Assembly. These amendments provide for alternatives <br />to notifying citizens by mail or 1/2 page advertisements in newspapers <br />regarding public hearings that effect their properties. Certain standards <br />would have to be used to utilitize the 1/2 page newspaper approach. <br />Technical amendments are also being suggested to subdivision regulations <br />dealing with private road justification criteria, definition of minor <br />subdivision as well as public roads within approved minor subdivisions <br />being accepted by the Board of Commissioners. These items could be sent <br />to the Planning Board for a recommendation in June or July with a <br />recommendation being returned to the Commissioners at an August meeting. <br />Commissioner Gordon suggested adding to the notice that the meeting <br />will start at 7:30 and end at 10:30. Items not heard will be rescheduled. <br />Chair Carey indicated that he was concerned about presenting items <br />to the public for comment which he could not support. He directed the <br />Boards attention to the options that are included in the approval <br />procedures. He stated that he would not support using the Special Use <br />Permit Process for the Economic Development District at this point. He <br />asked that all options which are not being considered by the Commissioners <br />be removed from the agenda. <br />
