1 <br />APPROVED 6/28/94 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />MAY 2, 1994 <br />The Orange County Board of Commissioners met in regular session on <br />Monday, May 2, 1994 at 7:30 p.m. in the Courtroom of the Old Courthouse, <br />Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and <br />Commissioners Stephen H. Halkiotis, Alice M. Gordon, Verla C. Insko and Don <br />Willhoit. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNT STAFF PRESENT: County Manager John M. Link, Jr., Assistant <br />County Managers Albert Kittrell and Rod Visser, Economic Development Director <br />Ted Abernathy, Deputy Clerk to the Board Kathy Baker, Clerk to the Board <br />Beverly A. Blythe, Data Processing Director Keith Brooks, Planner Emily <br />Cameron, Register of Deeds Betty June Hayes, Personnel Director Elaine Holmes, <br />Purchasing Director Pam Jones, Budget Director Sally Kost, Director of Aging <br />Jerry Passmore, Health Director Dan Reimer, Deputy Director of EMS Jeanette <br />Smith, County Engineer Paul Thames, EMS Director Nick Waters, and Planner Mary <br />Willis. <br />I. ADDITIONS OR CHANGES TO THE AGENDA <br />Chair Carey added as item "C" under Items for Decision a request for <br />additional representation on the Advisory Task Force for the <br />Intervention/Prevention Program. <br />The Planning Board and Commission for Women appointments were removed <br />from the Consent Agenda and placed under Item XI-Appointments. <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey indicated that those citizens who have expressed a <br />desire to speak on an item on the printed agenda will be recognized at the <br />appropriate time. <br />B. MATTERS NOT ON THE PRINTED AGENDA <br />Jean O'Bryant lives on Bacon Road off Highway 57 which is used as <br />the pit entrance to the Orange County Speedway. She stated that this road is <br />littered with trash thrown from automobiles entering and leaving the speedway. <br />She believes that the speedway needs to be responsible for keeping the roadway <br />clean and asked that the Commissioners contact the speedway. <br />Charlie Evans lives directly across from the speedway. He said <br />that trash is picked up at the speedway after each race. However, they do not <br />pick up the trash thrown on the road and in the yards. He asked that speedway <br />officials be required to clean up the road after each race. <br />LeeAnn Tucker lives directly behind the speedway. She agreed that <br />littering is a problem. However, her concern is that cars have repeatedly <br />blocked her driveway. She has an older person in the house who frequently <br />
