She would like for the open space to remain forever in that <br />category. <br />Robert Harrell distributed a letter clarifying the citizens <br />position on how they see the development going forward. A copy of this letter <br />is in the permanent agenda file. <br />Lee Rafalow expressed a concern about the drainage on the eastern <br />part of the open field. <br />Mr. Bernholz, representing the developers of University Station, <br />said that during the discussions it was proposed that the area at the <br />intersection of New Hope and Old #10 be preserved as a rural open kind of view <br />looking easterly. The Town of Hillsborough and the developers proposed that <br />this area be used as a golf course. <br />Marvin Collins answered various questions asked by the County <br />Commissioners. It was the consensus of the Board to set a public hearing as <br />soon as possible on the appropriate amendments to the Land Use Plan, text and <br />map relating to development options being considered in the context of the <br />University Station proposal. <br />B. NCDOT POLICY CONCERNING PRIVATE RAILROAD CROSSINGS <br />Transportation Planner Slade McCalip stated that for private <br />crossings, the Department of Transportation cannot use public funds to improve <br />them. It would have to be improved by the citizens or the railroad. <br />In order for the road to be accepted by DOT, the road would need <br />to meet state standards. Mr. McCalip will report back on the number of <br />private railroad crossings in Orange County. <br />8I.
