CHARGE TO PROPOSED WORK GROIIP - i-40/OLD 86 ECONOMIC DEVELOPMENT <br />DISTRICT <br />A charge for the proposed work group for the I-40/Old NC 86 <br />Economic Development District was presented for the Board's consideration. <br />After an extended discussion and several suggestions for changes, <br />it was decided that a clean copy would be presented for Board approval at <br />their April 19, 1994 regular meeting. <br />C. PROPOSED COMMITTEE ON WATER AND SEWER SERVICE AREA BOIINDARIES <br />Chair Carey presented for the Board's consideration a proposed <br />composition and charge to a Committee on Water and Sewer Service Area <br />Boundaries. <br />After a brief discussion, it was decided that a public forum to <br />solicit ideas and concerns will be held first. Once the process is complete, <br />each Board can decide on additional opportunities to involve the citizens. <br />Chair Carey and Commissioner Gordon offered to represent the County <br />Commissioners on this committee. <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Halkiotis to approve the composition and charge to the committee on Water and <br />Sewer Service Area Boundaries as stated below: <br />ProAOSed composition of and charge to <br />Committee to propose utility service area boundaries <br />Purposes of considering water and sewer service area boundaries: <br />To enable local governments and utilities to make long- <br />term plans with known rather than continuously changing boundaries. <br />To eliminate or minimize the potential for conflicts regarding utility <br />service areas and future annexation areas. <br />To complement the existing framework of land use plans under the Joint <br />Planning and Cooperative Planning agreements. <br />Composition: Two representatives from each of the following entities: <br />Orange County Board of Commissioners <br />Hillsborough Board of Commissioners <br />Carrboro Board of Aldermen <br />Chapel Hill Town Council <br />Orange Water and Sewer Authority Board of Directors <br />Charge l: To make a report and recommendations by October, 1994 to the Orange <br />County Board of Commissioners, Hillsborough Board of Commissioners, Carrboro <br />Board of Aldermen, Chapel Hill Town Council and Orange Water and Sewer <br />
