CLASSIFICATION PLAN AMENDMENT - GIS APPLICATION DEVELOPER <br />Commissioner Gordon asked for clarification on this position. John <br />Link said that resources are being redirected for this position which will be <br />centralized in Land Records for at least two years. Marvin Collins stated <br />that the Planning Department will not need to add staff to replace this <br />position. <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Willhoit to amend the Orange County Classification and Pay Plan to add the <br />class of GIS Application Developer at Salary Grade 72. <br />VOTE: UNANIMOUS <br />I%. ITEMS FOR DECISION - REGIILAR AGENDA <br />A. BENEFITS FOR COUNTY COMMISSIONERS <br />The Board discussed whether or not County Commissioners should be <br />provided with the same benefit subsidies as provided for County employees. <br />Commissioner Willhoit does not feel County Commissioners should be <br />considered full-time employees and entitled to any benefits because <br />commissioners, such as himself, who do not need these benefits would unjustly <br />receive less compensation than those who chose to receive the benefits. <br />Commissioner Gordon noted that she feels County Commissioners <br />should be entitled to the same benefits as other part-time permanent employees <br />who have time-limited positions. The difference between a County Commissioner <br />and other time limited positions is the salary level. <br />Chair Carey said that it needs to be determined if County <br />Commissioners are employees. <br />Commissioner Halkiotis said that by offering these benefits, it may <br />encourage more people to run for County Commissioner. <br />In response to a question from Commissioner Insko on the cost, <br />Elaine Holmes said it would cost approximately $1,000 to $4,000 per year per <br />person for these benefits depending on the coverage each wanted. <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Halkiotis to approve the same benefit subsidies for health, dental and life <br />insurance for the County Commissioners as provided to regular time-limited <br />permanent part-time county employees. <br />Commissioner Insko noted she has problems with the amount of money <br />it would cost. She feels the County Commissioners should have access to <br />benefits but does not agree with adding as much as $4,000 to their <br />compensation package. <br />It was decided that Elaine Holmes will present at the next meeting <br />several options, including costs, for the Board's consideration. <br />NOTE: NO VOTE WAS TAKEN ON THE PREVIOUS MOTION <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />
