11 <br />as stated below in the resolution: <br />A RESOLIITION AIITHORIZING SIIBMISSION OF A GRANT APPLICATION <br />FOR THE RETIRED SENIOR VOLIINTEER PROGRAM (RSVP) <br />BE IT RESOLVED by the Commissioners of Orange County that the <br />Commissioners authorize the County Manager to submit an application to ACTION <br />for a $112,545 three year grant ($37,515/year) for continuation of the Retired <br />Senior Volunteer Program for thirty-six months and to certify to the federal <br />government the willingness of the County to assure a minimum of 30$ in cash, <br />goods, and services as the non-federal share in support of the program. <br />Funding will continue to be reviewed and approved on an annual basis as part <br />of the Orange County Budget Process and the RSVP will operate under a one year <br />budget. Budget revisions will be submitted to the Federal Sponsor at the end <br />of the first and second years. <br />It is understood that Orange County is not locked into a commitment <br />for three years if it is decided by Orange County officials to discontinue <br />support of the Orange County RSVP. The program can be terminated at anytime <br />based on the ACTION Handbook 2650.2 (pg. 90-94) guidelines. <br />E. SMART START FIINDING FOR SHORT-TERM DENTAL SERVICES GRANT <br />The Board accepted a $29,575 grant award from the Orange County <br />Partnership for Young Children (Smart Start). The grant award will allow the <br />Health Department in collaboration with the UNC-School of Dentistry, to <br />provide dental screening, education, treatment planning, prophylaxis and <br />referral for all children age 0-5 in day care centers, as well as, those <br />children at home. <br />F. PROPOSED ZONING ORDINANCE TEST AMENDMENT ARTICLE 22 DEFINITIONS <br />The Board approved an amendment to the Zoning Ordinance to clearly <br />define the point at which a subdivision lot is "created" for the purpose of <br />determining whether or not the lot is subject to amendments which may be made <br />to the Zoning Ordinance or Subdivision Regulations. This was presented for <br />public hearing on February 28 and there were no questions or comments. The <br />Planning Board recommended approval. <br />G. CLASSIFICATION PLAN AMENDMENT - GI8 APPLICATION DEVELOPER <br />This item was removed and considered immediately following the <br />Consent Agenda. <br />H. 1994 SIIRVEY & PLANNING GRANT - PHASE IVJHISTORIC PRESERVATION <br />ELEMENT <br />The Board accepted and authorized the County Manager to sign a <br />$10,000 Survey and Planning Grant from the State Historic Preservation Office. <br />I.
