PETITION FOR ADDITION - BONAPARTE DRIVE, SWEET GUM DRIVE, UPHILL <br /> COURT, AND LAFAYETTE DRIVE IN HILLSBOROUGH TOWNSHIP <br /> The Board approved a petition from NCDOT for the addition of <br /> Bonaparte Drive, Sweet Gum Drive, Uphill Court, and Lafayette Drive in <br /> Hillsborough Township to the State-maintained Secondary Road System. <br /> O. PETITION FOR ADDITION - GRAND OAR DRIVE, SHADY GLEN TRAIL, AND <br /> ACORN RIDGE TRAIL IN ENO TOWNSHIP <br /> The Board approved a petition from NCDOT for the addition of Grand <br /> Oak Drive, Shady Glen Trail, and Acorn Ridge Trail in Eno Township to the <br /> State-maintained Secondary Road System. <br /> P. PETITION FOR ADDITION - MIMOSA DRIVE IN CHAPEL HILL TOWNSHIP <br /> The Board approved a petition from NCDOT for the addition of Mimosa <br /> Drive in Chapel Hill Township to the State-maintained Secondary Road System. <br /> IX. ITEMS FOR DECISION - REGULAR AGENDA <br /> A. FAILURE OF PINEY MOUNTAIN SUBDIVISION WASTE TREATMENT SYSTEM <br /> County Manager John Link briefed the Board on the failure of the <br /> waste treatment system in the Piney Mountain Subdivision. He presented a <br /> petition to the Board from residents of this subdivision requesting the <br /> County's permission to construct and utilize a pump station and force main <br /> system connecting Piney Mountain's existing sewer collection system to the <br /> City of Durham's sewer collection system and to abandon Piney Mountain's <br /> existing on-site ground absorption waste treatment system which is <br /> malfunctioning and irreparable. He, along with the County Attorney, County <br /> Planning Director and the County Engineer have reviewed the conditions of the <br /> County water and sewer policy and they believe that this particular situation <br /> is covered under the section of this policy which addresses public health <br /> hazards. He feels the best option if for this subdivision to be connected to <br /> the Durham sewer collection system. <br /> In answer to a question from Commissioner Insko on who will own <br /> this line, County Engineer Paul Thames said that there are four alternatives <br /> for ownership of the line. The homeowners, the city of Durham, Orange County <br /> or OWASA could own the line and pump station. Commissioner Insko supports the <br /> homeowners owning the line with an entity like OWASA or the County responsible <br /> for inspecting the line. <br /> Geof Gledhill indicated that there would be an agreement between <br /> the four groups outlining ownership and operation of the line and pump <br /> station. The purpose of the agreement would be to make it a private line. <br /> Commissioner Willhoit expressed a concern about the present site <br /> of the nitrification field. He asked who will own this open space area and <br /> Geof Gledhill indicated that ownership of this area is negotiable. Density <br /> has already been set by zoning regulations and the overall development plan. <br /> Commissioner Halkiotis made reference to the $200, 000 in repairs <br /> and asked how soon these repairs need to be made. Paul Thames noted that if <br /> they tie onto the Durham line, they would probably not need to make these <br /> repairs. <br /> Commissioner Gordon asked about the status of the Homeowners <br /> Association buying land contiguous to the subdivision in an effort to locate <br />
