COUNTY MANAGER'S REPORT - NONE <br /> V. RESOLUTIONS/PROCLAMATIONS <br /> A. RESOLUTION ESTABLISHING A SMALL AREA PLANNING GROUP <br /> County Manager John Link gave an overview of the information <br /> contained in the agenda abstract. He noted that the Hillsborough Town <br /> Commissioners made several changes to the resolution which are underlined on <br /> the copy included in the agenda abstract. <br /> Commissioner Insko's understanding of the process was that two <br /> County Commissioners would meet with the Hillsborough Town Board before <br /> January 18, 1994 to develop a resolution establishing a process and <br /> establishing the people who were to be members of this planning group. It was <br /> not her understanding that that same group would serve on the committee to <br /> develop the small area plan. <br /> Commissioner Insko made reference to Section 3 (a) of the <br /> resolution and the indication of 30% open space and up to 2 units/acre which <br /> she felt wired them for the entire CPZ. She feels the Rural Character Study <br /> guidelines will include at least 40% open space and perhaps fewer than 2 <br /> units/acre. <br /> Chair Carey stated that Hillsborough agreed to move toward the <br /> options that would be included in the Rural Character Study. <br /> After a lengthy discussion it was decided to remove all references <br /> to the 30% open space and reword Section 3 (a) as stated below: <br /> (a) The Orange County Board of Commissioners remains committed to the <br /> principle, set forth in the Cooperative Planning Area Agreement, <br /> that areas designated as Open Space Areas will generally remain <br /> non-urban and generally contain low density residential uses and <br /> will conform to the guidelines set forth in the Rural Character <br /> Study once it is adopted. This includes the extension of water and <br /> sewer into this area to serve large and small developments with <br /> significant preserved open space. <br /> In the case of the University Station project, preserved open space <br /> means, in principle, at least 30% of the buildable land in the <br /> development tract. To make the extension of water and sewer lines <br /> viable, this tract may, in principle, be developed at an overall <br /> density of up to two dwelling units per buildable acre. <br /> The Board agreed to called this resolution "A Resolution <br /> Establishing a University Station Planning Group" . The words "small area" <br /> will be replaced with the words "University Station" . <br /> The map will be revised to show only that area being considered for <br /> the proposed University Station project. <br />
