He supports the procedure as presented by <br /> the County Manager and agreed to increase the amount of liability insurance. <br /> He explained that pyrotechnics have been proven to be safe and invited the <br /> Board members to a demonstration before their next concert. <br /> A motion was made by Chair Carey, seconded by Commissioner Halkiotis <br /> to approve the checklist as presented in the agenda abstract and adopt as <br /> policy that the criteria listed on the checklist must be completed to the <br /> satisfaction of County staff in its entirety. If the checklist criteria is <br /> met to staff satisfaction in its entirety, the application for Board approval <br /> will be presented to the Board as an item for decision on the Consent Agenda. <br /> Upon Board approval, the County Manager is authorized to issue a pyrotechnics <br /> permit. If for whatever reason, the checklist criteria cannot be met in its <br /> entirety to staff satisfaction, the request for a pyrotechnics permit will be <br /> placed on the agenda under items for decision Regular Agenda. The manager <br /> will bring a policy back to the Board for approval at a later meeting. <br /> VOTE: UNANIMOUS <br /> C. PHASE I - SMART START IMPLEMENTATION <br /> The Board was asked to create 3.5 full-time equivalent positions <br /> in Social Services to support the expansion of the child care subsidy program <br /> through the Smart Start initiative. <br /> A motion was made by Commissioner Willhoit, seconded by <br /> Commissioner Halkiotis to (1) consider the Smart Start Program as a grant <br /> project ordinance in a fund distinct from the General Fund which will allow <br /> the County to track funding and outcome of Smart Start separately from other <br /> Human Services programs, and (2) create 3 . 5 full-time equivalent positions to <br /> support the Child Care Subsidy Plan as approved by the Orange County <br /> Partnership for Young Children and the DSS Board. <br /> VOTE: UNANIMOUS <br /> D. Z-9-93 FIRST SOUTH BANK, INC. ZONING ATLAS AMENDMENT <br /> The property is located on the south side of Southern Drive, west <br /> of Mt. Willing Road. The proposed area to be rezoned is six acres and part <br /> of Lot 2A, Block F of Tax Map 40 in Cheeks Township. The current zoning <br /> designation of the property is Residential-1 with overlay districts of <br /> protected Watershed and Major Transportation Corridor. The zoning district <br /> proposed is Industrial with overlay districts of PW-II and MTC. Following the <br /> County Commissioners' meeting on January 4, 1994, Commissioner Gordon asked <br /> several specific questions which are answered on pages 3, 4, and 5 of the <br /> agenda abstract. <br /> A motion was made by Commissioner Gordon, seconded by Commissioner <br /> Halkiotis to approve the rezoning of approximately 1.2 acres contiguous with <br /> the current use of the six acres requested from Residential-1 to Industrial-1. <br /> VOTE: UNANIMOUS <br /> X.
